要望書を渡した
２８日の午後、私は龍円あいり東京議会議員を訪問して、意見交換をして要望書を提出しました。龍円議員が私達の会話をブログにまとめました。要望書の内容としては以下の通りです。

東京五輪２０２０ライブサイト建設に関する要望書
都立代々木公園の東京2020ライブサイトの建設に関して、下記の通り要望致します。
要望
５月２２日に「代々木公園の自然を破壊する、東京五輪２０２０ライブサイト計画の中止を求めます」の要望を作成してから１週間が経過していない段階にて、署名が１０万人を超えました。
この要望への反響は、代々木公園の五輪パブリックビューイングサイトとそれに伴う環境への負担を国民が強く懸念している証拠です。
建設に向けて代々木公園での樹木の剪定が５月２５日と２６日に既に完了したため、要望書の中でも木の剪定に関する部分は、現在のところ議論する必要性はなくなりました。
現在、要望に署名してくださった１０万もの人々の希望として残る内容は、東京２０２０ライブサイトの建設中止です。ライブサイトでパブリックビューイングを実施すれば、多くの悪影響があると考えます。まずは、人流の増加と密により、感染拡大リスクの増加が懸念されます。現在のコロナ禍において、国民に外出自粛を求める中で、わざわざ人を沢山集めるような計画は特にふさわしくないと考えます。
また、ライブサイトを予定通りに建設すれば、代々木公園の利用者は１０月まで中央広場を使えなくなります。屋外の感染リスクは屋内よりも低いため、公園の一部閉鎖は合理的ではないと考えます。更に、このライブサイトのような大きな施設を建て、何千人もの利用者を迎えるのは、公園の環境への負担になると共に、すぐそばにあるバードサンクチュアリの野鳥にとっても悪影響を及ぼす可能性もあります。
新型コロナウィルスが拡大し始めた初期に、この計画は見直されるべきでした。しかし、感染症が拡大し続ける現在においても、建設の中止に関する議論は行われていません。６月１日に建設開始が予定されていますが、今からでも建設の可否について透明性のある形で、公やけの議論が必要です。
この要望に署名した１０万人以上の人々が望んでいることは、東京２０２０ライブサイトの建設の中止です。現在の状況の中で想定されるリスクを十分に検討し、まずは国民の声を反映した透明性のある議論の開始を強く求めます。

剪定の報告
２７日の午前中、龍円議員が代々木公園で行われた剪定に関して、写真付きで具体的な報告を共有されました。「担当課長が自ら剪定作業に付き添って、必要以上に剪定しないかどうかをチェックしたとのことでした」以上のように述べられました。
また、２５日のブログ記事を見つけました。この記事に投稿されている写真を見れば、どれほど大きな枝が切られたかを確認することが出来ます。
パブリックビューイングの問題への関心の高まり
今回の署名運動に関してはマスコミから非常に注目を集めており、私自身も多くのの取材を受けています。下記には、現在の時点で各メディアから発表された記事のリンクを共有させて頂きます。この件に関する報道は非常に多かったので抜粋になります。リンクを入手できないテレビやラジオの報道も沢山ありました。
また、代々木公園での五輪パブリックビューイングについてコメントしている著名人も増えています。

大会組織委の武藤事務総長：「無観客ならおかしいのではという議論は当然あるし、わたしもどちらかというと、その考え方に近い」
田村憲久 厚労相：「（五輪観戦で）感染リスクが高い行動をすれば、感染拡大が増える。静かなオリンピックというのがいいのかどうかわかりませんが、ご自宅で応援をしていただくようなオリンピックにしていかなければならない」

東京都が利用者制限を発表
２８日の発表によれば、都は代々木公園のパブリックビューイングライブサイトの収容可能な観客数を１６００人から、７１０人に減少させるとしました。。
正直に申し上げると、７１０人しか収容出来ないライブサイト建設のために、そのように大きな施設を作るべきか？という疑問を感じます。中止の議論は行われず、建設することは既定路線であるように感じます。制限した形で行うより、完全に中止にすれば良いと感じます。
ツイッターにて@minico0104様が仕事柄、入札情報収集をしているので調べてみたところ、落札時点での契約金額は１４億４８５９万３７９５円でした。それを７１０人X１７日で割ると、一人当たり１２万１６円。一人当たりにかけられる金額としては本当に異常な数字です。
小池東京都知事は２０日に、パブリックビューイングのメリットを「無料で競技の中継を観覧出来ること」と言いましたが、家にテレビで無料で見ることが可能なので、これは説得力がありません。
また、どうしてもライブサイトを開催したいのであれば、なぜ近くにある代々木公園イベント広場を使わないのでしょうか？こんなにもイベントを開催するために適した空間です。
６月１日の建設開始に向けて
代々木公園でのパブリックビューイング施設の建設開始は６月１日。つまり来週の火曜日です。今、必要なことはまず何よりも建設を一旦中止にすることです。そして、パブリックビューイングがコロナ禍の中で適切かどうかを透明性のある形で公やけにディスカッションすることにより、国民及び都民が納得できる解決策を見つけることです。オリンピックを開催するかどうか、もし開催すれば無観客にするか否かについては、緊急事態宣言の期間によっても左右される問題であり「スケジュールがあるから」は建設を開始する論理的な理由として正しくありません。
パブリックビューイングを実施すれば、感染拡大に繋がる可能性は高いでしょう。そして代々木公園の利用者は１０月までに中央広場を使えなくなります。また、そのように大きな施設を建てて大人数の利用者を迎えるのことは、公園の自然への負担になり、すぐ近くにあるバードサンクチュアリの鳥への邪魔にもなる可能性が高いです。私の意見としては、この企画を是非見直していただきたいです。

Formal request submitted
On the afternoon of the 28th, I visited Tokyo Assembly member Airi Ryuen to exchange views and submit a written request. Assemblywoman Ryuen summarized our conversation on her blog. The contents of the letter of request are as follows:

Formal request concerning the construction of Tokyo Olympics 2020 Live Site
I would like to make the following requests regarding the construction of the Tokyo 2020 Live Site in Yoyogi Park.
Request
On May 22, less than a week after we created the "Protect Yoyogi Park: Stop the Tokyo Olympics 2020 Live Site Project!" petition, the number of signatures exceeded 100,000.
The tremendous response to this request is proof that the public is very concerned about the construction of a public viewing site for the Olympics in Yoyogi Park and the burden it will place on the environment.
Since tree trimming in Yoyogi Park in preparation for the construction was already completed on May 25 and 26, the part of the petition related to tree trimming no longer needs to be discussed at this time.
What remains is the desire of the over 100,000 people who have signed the petition that construction of the Tokyo 2020 Live Site be halted. We believe that public viewing at the live site will have a number of negative effects. First of all, we are concerned about the increased risk of infection spread due to increased movement of people and crowding. In the midst of the pandemic, when the public is being asked to refrain from going out, we think it is not particularly appropriate to make plans to gather a lot of people.
Also, if the live site is built as planned, users of Yoyogi Park will not be able to use the central plaza until October. Since the risk of infection outdoors is lower than indoors, we do not think it is logical to restrict park usage. Furthermore, building a large facility like this live site and welcoming thousands of users will be a burden on the park environment and may have a negative impact on the wild birds in the nearby bird sanctuary.
This plan should have been reconsidered much earlier given the pandemic. However, despite the spread of infection, there has not been any discussion about halting the project. Construction is scheduled to begin on June 1, but we need a transparent public debate on whether it should still be built given the current circumstances.
What the more than 100,000 people who have signed this petition want is for the Tokyo 2020 Live Site to be cancelled. We strongly urge you to fully consider the possible risks under the current circumstances, and as a first step begin a transparent discussion that reflects the voice of the people.

Results of the pruning
On the morning of the 27th, Assembly Member Ryuen shared a detailed report on the pruning that took place in Yoyogi Park, with photos. She noted that "The section chief in charge personally accompanied the workers doing the pruning to check that no unnecessary pruning was done.”
I also found this blog post from the 25th. If you look at the pictures posted in this article, you can see that large branches were cut.
Growing public interest
There has been a lot of media attention on this petition drive, and I have received many requests for interviews. At the end of the Japanese version of this update above are links to articles and videos published by various media outlets as of this writing. This is just a representative sample because there has been so much coverage on this issue. There were also many TV and radio reports for which links were not available.
Also, more and more prominent people are commenting on the plans for a public viewing live site for the Olympics at Yoyogi Park.
Shigeru Omi, Chairman of the government’s coronavirus task force: "It will increase the movement of people.”
Mr. Muto, Secretary-General of Japan’s Organizing Committee for the Olympic Games: "There is naturally an argument that it would be strange to do this if we held the Games with no spectators, and I am rather close to that way of thinking myself.”
Norihisa Tamura, Minister of Health, Labor and Welfare: "If people act in ways that increase the risk of infection (while watching the Olympics), the spread of infection will increase. I don't know if it's a good idea to call it a quiet Olympics, but I think we have to make it an Olympics where people are doing their cheering at home.
House of Representatives Member Ichiro Ozawa: “It doesn’t make any sense.”
Visiting Professor Yoshito Niki of Showa University School of Medicine: "It's completely out of the question.”
Restrictions on users announced
According to an announcement on the 28th, the Tokyo Metropolitan Government will reduce the capacity of the live public viewing site at Yoyogi Park from 1,600 spectators to 710.
To be honest, I wonder if such a large facility should be built for a live site that can only accommodate 710 people. There has been no discussion about canceling the project and it seems to be moving forward automatically. If the project is going to be done in such a restricted way, what’s the point of doing it at all.
On Twitter, @minico0104, who collects bidding information as part of his job, reported that they checked and found that the contract amount for the Yoyogi Park Live Site at the time of bid award was 1,485,593,795 yen. If you divide that by 710 people X the 17 days of the Olympics, you get 120,616 yen per person (approximately $1000). This is really an extraordinary amount of money to be spent per person.
On the 28th, Tokyo Governor Koike said that the merit of public viewing is that it allows people to watch live coverage of the games for free, but this is not very convincing since it is possible to watch the games for free on one’s TV at home.
Also, if they really want to hold a live site, why not use the nearby Yoyogi Park Event Plaza? This space is so much more suitable for holding events.
Construction is set to start on June 1st
Construction of the public viewing facility in Yoyogi Park will start on June 1. That is, next Tuesday. The first and foremost thing we need to do now is to stop the construction. Then, it is necessary to find a solution that will satisfy the public and the people of Tokyo by having a transparent and public discussion on whether or not any public viewing is appropriate during a pandemic. Whether or not to hold the Olympics, and if so, whether or not to have public viewing, is an issue that depends on the duration of the emergency declaration, and "because there is a schedule" is not a logical reason to commence construction.
Public viewing would most likely lead to the spread of infection. And the users of Yoyogi Park will be prevented from using the central plaza until October. Also, building such a large facility to accommodate such a large number of users would be a burden on the nature in the park and would most likely disturb the birds in the nearby bird sanctuary. In my opinion, this project should be reviewed.

The pruning appears to have been less than planned because we raised our voices. I think we can also have an impact on whether the public viewing live site is constructed. Let's keep up the good work!
