中華人民共和国駐日本国大使館へ提出予定: ワンワン事件犯人の処罰と動物虐待を罰する法律を求める
署名活動の主旨
動物愛護に関心を持つ人々にとって、広東省で起きた事件、母犬「旺旺（ワンワン）」とその3匹の子犬が虐待され、残酷に命を奪われたことは、決して見過ごすことのできない出来事です。このような非道な行為があったにも関わらず、犯人である少年たちに対し何の罰則も科されていないという現実には怒りと失望を感じざるを得ません。
中国を含め世界中にて動物虐待の問題は、これまで何度も取り沙汰されておりますが、今回起きたワンワン事件の残虐性、SNSに晒すという秩序のかけらもない犯人の行動に多くの人々が大変憤慨し、心を痛め、悔やんでおります。動物も人間と同様に痛みや苦しみを感じ、尊重されるべき命であります。娯楽目的で不必要に最大限の苦痛を与え、残虐な行為を行った加害者が、包括的な法律が整備されていないため処罰を受けないまま野放しにされているのが現状です。
中国政府にこのような事件が２度起きないよう、動物虐待が厳罰化される強力な法律の整備を求めます。具体的には、動物虐待を減少を目的とした、動物を傷つける虐待や命を奪う行為を厳しく取り締まるための法的な枠組みを作り、違反者に対する厳しい罰則の設定や、それらを有効に取り締まるための警察や関連機関の体制強化等です。
この問題を放置すると、将来にわたって更なる虐待が起こり続ける可能性が考えられます。今回のワンワン事件についても詳しい調査と携わった犯人と思われる5人の少年に対する何らかの処置、処罰を求めます。
私たちの声を届け、中国政府に対して動物を守る法律の策定と事件の調査と犯人の処罰を求めましょう。動物たちに平和な未来を保障し、２度とワンワン事件のような残虐な事件が起こらぬよう第一歩として、どうかこの請願にご協力ください。

To the Embassy of the People’s Republic of China,
I am writing on behalf of concerned citizen including myself who are with profound sorrow, outrage, and deep concern regarding the horrific torture and killing of the mother dog “Wang Wang” and her puppies.
Millions of people around the world have been horrified by the act of cruelty and deeply distressed by reports that those responsible are yet to face any legal consequences. This incident goes beyond tragedy; it has affected many people around the world – the images or videos of WangWang’s suffering have haunted many people and left them heartbroken. It has become a symbol of the urgent need for the protection of animals in China.
I respectfully request the Chinese government to:
Conduct a transparent investigation and publicly communicate the outcome.
Ensure that all appropriate legal and educational measures are taken with those responsible, consistent with Chinese law.
Strengthen national legislation against animal cruelty so that future offenders can be held accountable.
Establish appropriate legal mechanisms to address the cases where minors commit extreme violence that cruelty was strongly condemned by society while ensuring accountability.
Invest in education and public awareness programs that promote compassion, empathy, and respect for animals.
Demonstrate to the international community that China is committed to preventing such horrific acts from happening again.
The world’s attention remains on this case. People from many countries are paying close attention to this case, not because they wish to criticize China but hope to see leadership, compassion, and meaningful reform. While we respect China’s sovereignty and legal system, we also believe the actions China will takes can help set a positive example for other nations and contribute stronger global standards for animal welfare.
I sincerely hope the Chinese government will seize this opportunity to take decisive action and help build a future in which such cruelty is never repeated.
