التماس مقدَّم من حملة الماجستير والدكتوراه المعنيين بالقرار رقم 1974 لسنة 2021 الصادر عن مجلس الوزراء

نحن حملة الماجستير والدكتوراه في جمهورية مصر العربية، المشمولين بالقرار رقم 1974 لسنة 2021، نتوجه إلى سيادتكم بهذا الالتماس، مستندين إلى توجيهاتكم الكريمة التي طالما نادت بتمكين الكفاءات العلمية والاستفادة منها في خدمة الوطن، وإعمالًا لمبدأ تكافؤ الفرص والمعاملة بالمثل، الذي نص عليه الدستور المصري، واستنادًا كذلك إلى تجارب دول شقيقة، بعضها أقل حالًا اقتصاديًا وسياسيًا، ورغم ذلك أولت اهتمامًا بالغًا لحملة الماجستير والدكتوراه .

سيادة الرئيس، لقد صدر القرار 1974 لسنة 2021 عن مجلس الوزراء تنفيذًا لتوجيهات سيادتكم، إلا أن آليات تنفيذه واجهت تعثرًا شديدًا وتباطؤًا غير مبرر، نتج عنه تهميش فئة من خيرة شباب الوطن، ممن أخلصوا في طلب العلم ورفع راية البحث الأكاديمي، وظلوا سنوات طويلة يأملون أن يكون لجهدهم مردود في خدمة الدولة.

وعلى الرغم من احتياج الجهاز الإداري للدولة إلى الكفاءات النوعية والعددية والقيمية، إلا أن الواقع يعكس مفارقة مؤلمة؛ حيث استمرت التعيينات عبر الوساطة والمحسوبية، بينما ظل الحظر غير الرسمي المفروض على تعيين حملة الماجستير والدكتوراه قائمًا، وكأنه وُضع لضمان استمرار انتهاك العدالة الاجتماعية.

سيادة الرئيس، إننا نؤكد أن تعييننا لن يكون عبئًا على الدولة، بل بالعكس سيكون استثمارًا في العقول القادرة على الإسهام الحقيقي في النهضة الإدارية والاقتصادية والعلمية. وإن المشكلة تكمن فقط في آليات التنفيذ التي أوكلت – مع الأسف – إلى غير المؤهلين، فكان من الطبيعي أن تتعطل المبادرات وتُفرغ من مضمونها.

وبناءً عليه، نلتمس من سيادتكم الآتي:

1. محاسبة كل من تسبب في تعطيل تنفيذ القرار 1974 لسنة 2021، والتقصي حول أسباب هذا التعطيل المتعمد أو غير المبرر.

2. إصدار قرار جمهوري مباشر بحسم مسألة التعيين، بعيدًا عن التعقيدات الروتينية والإجراءات الشكلية التي أضاعت الوقت والفرص.

3. اتخاذ الإجراءات والضمانات الكفيلة بتنفيذ القرار بفعالية وسرعة، بما يحقق العدل ويعكس حرص الدولة على الاستفادة من كوادرها العلمية.

 

سيادة الرئيس، إننا نضع هذا الالتماس بين يديكم، بعد أن ضاقت بنا السبل، ونحن على ثقة في حكمة قيادتكم وعدلكم، وإنصافكم لمن يستحق. ونؤكد لسيادتكم أن ولاءنا لهذا الوطن لا يهتز، وإننا على استعداد كامل لخدمته بكل طاقاتنا، إيمانًا منا بأن مصر لا تنهض إلا بأبنائها المخلصين.

A Petition Submitted by Holders of Master's and Doctoral Degrees
Subject to Cabinet Decision No. 1974 of the Year 2021

We, the holders of master's and doctoral degrees in the Arab Republic of Egypt, who are covered by Cabinet Decision No. 1974 of 2021, respectfully submit this petition to Your Excellency, relying on your esteemed directives that have consistently called for the empowerment of scientific competencies and their integration in the service of the nation. We also invoke the principles of equal opportunity and reciprocity, as enshrined in the Egyptian Constitution, and draw attention to the experiences of sister nations—some of which are in more challenging economic and political circumstances—yet have shown significant appreciation for highly qualified graduates.

Your Excellency, the aforementioned decision was issued by the Council of Ministers in implementation of your directives. However, its execution has suffered from severe delays and unjustified obstacles, leading to the marginalization of a group of this nation's finest youth—those who devoted themselves to academic excellence and hoped their efforts would contribute to the state’s advancement.

Despite the administrative system's urgent need for qualitative, quantitative, and ethical competencies, the current reality reflects a painful contradiction. Appointments have continued through favoritism and personal connections, while an unofficial ban on hiring holders of master's and doctoral degrees has persisted—as though deliberately designed to undermine social justice.

Mr. President, we affirm that our appointment will not burden the state; on the contrary, it will represent a strategic investment in minds capable of genuine contributions to Egypt's administrative, economic, and scientific renaissance. The problem lies solely in the implementation mechanisms, which, regrettably, have been entrusted to unqualified individuals—resulting in stalled initiatives and the erosion of your original vision.

Therefore, we respectfully request the following from Your Excellency:

1. Hold accountable all those responsible for the obstruction and delay in implementing Decision No. 1974 of 2021, and investigate the reasons behind this intentional or unjustified inaction.

2. Issue a direct Presidential Decree to resolve the matter of appointments, bypassing excessive bureaucracy and formalities that have wasted valuable time and opportunities.

3. Take all necessary actions and guarantees to ensure the swift and effective implementation of the decision, thus upholding justice and affirming the state's commitment to utilizing its scientific talent.

 

Your Excellency, we submit this petition to you after exhausting all other avenues. We place our trust in your wisdom, fairness, and sense of justice. We assure you of our unwavering loyalty to our homeland and our full readiness to serve it with all our capacities—firm in the belief that Egypt’s progress lies in the hands of its sincere sons and daughters.

May God guide you in all that benefits the country and its people.
