نحن الموقعين أدناه، وانطلاقًا من حقنا في التعبير والمساءلة والمطالبة بحماية الحقوق الوطنية والسياسية والاجتماعية للشعب الفلسطيني، نعلن رفضنا لاستمرار النهج السياسي الذي أفرزته اتفاقيات أوسلو وما ترتب عليها من منظومة حكم وإدارة نرى أنها أخفقت في تحقيق أهداف الشعب الفلسطيني، ونطالب بإنهاء شرعية هذه المنظومة وإعادة بناء النظام السياسي الفلسطيني على أساس وطني ديمقراطي يحظى بإرادة الشعب.
وتستند هذه العريضة إلى جملة من الأسباب والمطالب، أبرزها:
1. الارتهان في الملفات الأساسية للحياة
رفض استمرار إدارة ملفات حيوية، كالمياه والطاقة والموارد والاقتصاد، ضمن منظومة تجعل حياة المواطنين واحتياجاتهم الأساسية عرضة للقيود والتبعية.
2. غياب السيادة والاستقلال السياسي
رفض استمرار واقع سياسي لا يمنح الشعب الفلسطيني سيادة حقيقية على أرضه وموارده وحدوده، ويُبقي القرار الوطني مقيدًا باتفاقيات وترتيبات سياسية وأمنية أثبتت محدوديتها.
3. المساءلة عن المال العام
المطالبة بالشفافية الكاملة في إدارة الأموال العامة والمساعدات والمنح، والكشف عن أوجه الإنفاق والتحويلات المالية، وضمان وصول الموارد إلى مستحقيها بعيدًا عن المحسوبية أو تضارب المصالح.
4. رفض أي سياسات تمس تماسك المجتمع والأسرة
المطالبة بأن تكون السياسات الاجتماعية والتعليمية والثقافية نابعة من احتياجات المجتمع الفلسطيني وإرادته، وبعيدة عن أي برامج أو أجندات مفروضة من الخارج.
5. رفض أي تنسيق أو ممارسة تضر بالمقاومة الشعبية والحقوق الوطنية
المطالبة بمراجعة جميع الترتيبات الأمنية والسياسية التي يمكن أن تُستخدم ضد المواطنين أو النشطاء أو المعارضين، وضمان حق الشعب في الدفاع عن حقوقه بالوسائل المشروعة التي يكفلها القانون الدولي.
6. حماية حرية الرأي والتعبير
رفض الاعتقال أو التضييق على الصحفيين والنشطاء والمعارضين بسبب آرائهم، وضمان حرية التعبير والتجمع والعمل السياسي، ووقف كل أشكال القمع السياسي.
7. العدالة في توزيع الموارد والرواتب
المطالبة بنظام مالي عادل وشفاف يضمن تكافؤ الفرص، ويمنع الامتيازات والمحسوبية، ويضع مصلحة المواطن والموظف والعائلات الفقيرة في مقدمة الأولويات.
8. وقف التطبيع مع واقع الاحتلال
رفض أي سياسات تؤدي إلى تكريس الاحتلال أو تحويله إلى واقع دائم، والتأكيد على أن الأولوية يجب أن تكون لإنهاء الاحتلال وتحقيق الحقوق الوطنية الفلسطينية.
9. إصلاح منظومة التعليم
المطالبة بإعادة توجيه التعليم نحو بناء الإنسان الفلسطيني وتعزيز المعرفة والقدرة النقدية والانتماء الوطني، مع ضمان استقلال المؤسسات التعليمية عن أي أجندات سياسية أو خارجية.
10. حماية الأسرة والمجتمع
المطالبة بسياسات تحافظ على تماسك الأسرة والمجتمع، وتعالج المشكلات الاجتماعية والاقتصادية من خلال حلول واقعية تراعي خصوصية المجتمع الفلسطيني وقيمه واحتياجاته.
وعليه، فإننا نطالب بـ:
أولًا: سحب الاعتراف السياسي بشرعية منظومة الحكم التي نشأت عن اتفاقيات أوسلو، وفتح حوار وطني شامل حول بديل سياسي جديد.
ثانيًا: إعادة القرار الوطني الفلسطيني إلى إطار ديمقراطي منتخب، قائم على الإرادة الشعبية والمساءلة والشفافية.
ثالثًا: إجراء انتخابات ديمقراطية شاملة وحرة تُمكّن الشعب الفلسطيني من اختيار ممثليه ومحاسبة المسؤولين.
رابعًا: إنهاء أي ترتيبات سياسية أو أمنية تُنتقص بموجبها حقوق المواطنين أو تُستخدم لقمع المعارضة السياسية.
خامسًا: تشكيل آليات مستقلة للتحقيق والمحاسبة في قضايا المال العام والفساد وسوء الإدارة، وإعلان نتائجها للرأي العام.
سادسًا: وضع رؤية وطنية موحدة تتعامل مع الاحتلال باعتباره القضية المركزية، بدل تكريس الانقسام الداخلي وإدارة الأزمة.
سابعًا: ضمان حرية الرأي والصحافة والعمل السياسي، وحماية كل مواطن يمارس حقه في التعبير السلمي.
هذه العريضة ليست ضد شعبنا، بل من أجل حقه في اختيار مستقبله.
إن توقيع هذه العريضة هو موقف مدني وسياسي سلمي للمطالبة بإعادة بناء النظام السياسي الفلسطيني على أسس الشرعية الشعبية، والديمقراطية، والشفافية، والمساءلة، والاستقلال الوطني.
نحن لا نطالب بتغيير الأشخاص فقط، بل بتغيير النهج.
ولا نطالب بإدارة أفضل لأوسلو، بل بفتح الطريق أمام مشروع وطني جديد يستمد شرعيته من الشعب الفلسطيني.

Petition to Withdraw Legitimacy from the Oslo Authority

We, the undersigned, exercising our right to peaceful political expression and public accountability, and motivated by our commitment to the political, national, social, and economic rights of the Palestinian people, declare our rejection of the continued political framework created by the Oslo Accords and the system of governance that emerged from it.
We believe that this framework has failed to achieve genuine Palestinian independence, sovereignty, and national liberation, and has instead contributed to political dependency, weakened democratic accountability, and deepened the separation between Palestinian society and its political leadership.
Accordingly, we call for the withdrawal of popular and political legitimacy from the Oslo-based system of governance and for the establishment of a new Palestinian political framework founded on democratic legitimacy, national independence, transparency, accountability, and the will of the Palestinian people.
Our reasons include the following:
1. Dependency in Essential Areas of Life
We reject the continued management of vital sectors—including water, energy, natural resources, and the economy—within a framework that leaves the basic needs of Palestinians vulnerable to external restrictions and dependency.
2. Absence of Genuine Sovereignty
We reject a political reality in which Palestinians lack genuine sovereignty over their land, resources, borders, and political decisions, while remaining bound by political, economic, and security arrangements that have failed to deliver national independence.
3. Accountability and Transparency in Public Funds
We demand full transparency regarding public funds, international assistance, grants, and government expenditure, including clear disclosure of how public resources are allocated and spent. Public money must serve the Palestinian people and must not be subject to corruption, favoritism, or conflicts of interest.
4. Protection of Palestinian Society and the Family
We call for social, educational, and cultural policies that reflect the needs and priorities of Palestinian society and are developed transparently, without externally imposed agendas that undermine social cohesion or public trust.
5. Protection of Political Rights and National Resistance
We demand a comprehensive review of security and political arrangements that may be used against Palestinian citizens, activists, or political opponents, and insist on protecting the right of Palestinians to peacefully advocate for their national rights in accordance with international law.
6. Freedom of Speech and Political Expression
We reject the arrest, intimidation, or persecution of journalists, activists, political opponents, and citizens because of their opinions. Freedom of expression, peaceful assembly, journalism, and political participation must be guaranteed.
7. Fairness in Public Resources and Salaries
We demand a transparent and equitable system for the distribution of public resources that combats favoritism and nepotism and places the needs of workers, families, and vulnerable citizens at the center of public policy.
8. Rejecting the Normalization of Occupation
We reject policies that contribute to normalizing or permanently institutionalizing the occupation. Ending the occupation and achieving the legitimate national rights of the Palestinian people must remain the central political objective.
9. Reforming the Education System
We call for an education system that empowers Palestinian youth through knowledge, critical thinking, civic responsibility, and national awareness, while protecting educational institutions from political or external interference.
10. Protecting the Palestinian Family and Social Cohesion
We demand policies that strengthen the family and Palestinian social fabric and address social and economic challenges through practical solutions that respect Palestinian society and its needs.
Therefore, We Demand:
First: The withdrawal of political recognition from the Oslo-based system of governance and the opening of a comprehensive national dialogue on a new political framework.
Second: The restoration of Palestinian political decision-making to a democratic framework based on popular sovereignty, accountability, and transparency.
Third: Free, fair, and comprehensive democratic elections that allow Palestinians to choose their representatives and hold public officials accountable.
Fourth: The termination of political and security arrangements that undermine citizens' rights or are used to suppress peaceful political opposition.
Fifth: The establishment of independent mechanisms to investigate allegations of corruption, misuse of public funds, and administrative misconduct, with their findings made publicly available.
Sixth: The development of a unified national strategy that places the occupation and Palestinian national rights at the center of political action, rather than perpetuating internal division and crisis management.
Seventh: Full protection of freedom of speech, journalism, peaceful assembly, and political participation.
This Petition Is Not Against the Palestinian People — It Is for Their Right to Choose Their Future.
By signing this petition, we express our peaceful civic and political demand for a Palestinian political system whose legitimacy derives from the people and is founded upon democracy, transparency, accountability, dignity, and national independence.
We are not calling merely for a change of individuals.
We are calling for a change of political direction.
We are not calling for better management of the Oslo framework.
We are calling for the opportunity to build a new national project whose legitimacy comes from the Palestinian people.
