The issue

Dear Council, Commit to a solution that is acceptable to us and commit to managing parking demand!

1. Commit to building a car park. Commit to a design that is acceptable to both the onshore and offshore communities. Get all stakeholders around the table to agree upon the final design parameters.

Currently, 3 designs have been proposed: 60 car parking spaces on ground level with the option to add an upper level, a compact design without the option to expand and 120 car parking spaces in a two-level configuration. There is strong opposition from the onshore community to a high-impact design. Preserving the beauty of Church Point is also important to many. The offshore community would like to maximise the usage of space. We think a single design acceptable to a majority of on- and offshore residents should be achievable. Council should ensure that all parties together will agree upon a single, effective solution.

2. Commit to ensuring offshore residents will get a solution to fix their parking issues. Commit to exclusivity for permit-holders in the new car park, priority for permit-holders at peak demand periods and introduce other car parking demand management measures.

The increase for demand for parking will likely cancel out the gain in spaces, meaning offshore residents may pay an even higher fee but will still not be able to park. Overflow of demand during peak periods will continue to exist, even after construction is complete, resulting in pressure on on-street parking in the onshore suburbs. Newly created car parks should be for exclusive use to permit holders and council should develop parking demand management measures such as providing permit holder priority at peak demand periods and should facilitate alternative access options for the area.
