中東地域における紛争の長期化に伴い、特にガザ地区を含む一部地域では、人道危機がかつてないほど深刻化しております。戦闘や封鎖などにより医療施設が壊滅的被害を受け、医薬品や資機材の不足、医療従事者の減少が進み、適切な治療を受けられない傷病者が多数発生している状況です。救えるはずの命が失われていく現実に、私たち医療従事者、人道支援団体、市民社会の有志、そして関心を寄せる市民は深い憂慮を抱いております。

このような状況下、日本政府が一部患者の国外医療搬送の受け入れを検討されていると伺い、心より敬意を表します。私たちはその取り組みを全面的に支持するとともに、受け入れ件数のさらなる拡充をご検討いただきたく、本要望書を提出いたします。

さらに、私たち医療従事者、人道支援団体、諸機関、市民社会の有志、ならびに関心を寄せる個人は、日本国内における受け入れ体制の一翼を担うべく、最大限の協力を惜しまない所存です。医療搬送、医療搬送患者の診療、入院管理、通訳支援、心理社会的ケア、さらには後方支援や地域社会での受け入れなど、提供可能な資源を活用し、実務面でも支援いたします。

国際人道法においては、紛争下の傷病者に対する医療提供と安全な避難の確保は、国際社会の基本的義務とされています。一人でも多くの命を救い、人道の理念と医の倫理を守るためにも、日本政府によるさらなるご尽力を切にお願い申し上げます。

Request and Offer of Support for Receiving Medical Evacuations from Conflict-Affected Regions and Providing Humanitarian Medical Assistance in Domestic Healthcare Facilities

Dear Prime Minister Ishiba and Minister Iwaya,

With the protracted nature of conflicts in the Middle East, the humanitarian crisis has reached unprecedented levels, particularly in certain areas including the Gaza Strip. As a result of ongoing hostilities and blockades, medical facilities have suffered devastating damage, compounded by acute shortages of medicines and supplies as well as the depletion of healthcare personnel. Consequently, large numbers of patients are unable to access adequate treatment. As medical professionals, humanitarian organizations, and concerned citizens, we are deeply troubled by this grave reality in which lives that could otherwise be saved are being lost.

In this context, we have learned that the Government of Japan is considering the reception of some patients through overseas medical evacuation, and we wish to express our deepest respect for this initiative. We fully support these efforts and, through this petition, respectfully request your consideration for an expansion of the number of patients to be received.

Furthermore, we, the undersigned medical professionals, humanitarian organizations, institutions, and individuals, stand ready to assume a role in supporting the reception system within Japan. We are prepared to provide our fullest cooperation, including medical transportation, clinical care and hospitalization of transferred patients, interpretation support, psychosocial care, logistical assistance, and community support, making available all possible resources to assist in the practical implementation of such efforts.

Under international humanitarian law, the provision of medical care and the assurance of safe evacuation for the sick and wounded in conflict settings are regarded as fundamental obligations of the international community. In order to save as many lives as possible and uphold the principles of humanity, we earnestly appeal for the Government of Japan’s further engagement and commitment.
