-Monitor and impose fines on water, energy, and food consumption beyond quota imposed by Public Servants.
-Implement digital IDs, facial recognition, and biometric tracking for complete control and behavior modification.

-Eliminates flood control channel, causing a big hike in property insurance costs and possible loss of Property Insurance Policies.
-Increases crime and invades resident privacy.
-Pushes rezoning for forced bike paths and transit use.
-Waste of Taxpayer Money

Demand Transparency:
-No decisions without public consent.
-Stop silencing dissent and prioritize open governance while representing the Citizens... "By the People for The People"

Preamble

We, the undersigned citizens of Glendale and La Crescenta, demand that the City Council immediately cease all past, current, and future measures that infringe upon our unalienable rights as guaranteed under Article I, Section 1 of the California Constitution, which states:

“All people are by nature free and independent and have inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy.”

We, the People, do not consent to the infringement of our irrevocable, unalienable rights. Public servants derive their limited jurisdiction solely from the consent of the governed. We reject any and all measures and actions, including but not limited to those listed below, that violate our rights, liberties, freedoms, privacy, safety, and well-being.

This applies to all actions and projects within the jurisdiction of the City of Glendale and its governing council, past, present, and future. We reject implied consent or any form of implied agreement to measures that infringe upon our rights. While some receive notices, many of us have not been made aware that we have the right to reject the subject of these notifications. Since we were not properly informed that these actions constitute implied agreement, we hereby revoke any and all implied agreements that were assumed without our explicit and knowledgeable consent.

 
Our Demands

We reject any and all measures and actions, including but not limited to those listed below, that violate our rights, liberties, freedoms, privacy, safety, and well-being:

 
I. Bike Lanes and Related Infrastructure Across the Entire Council’s Jurisdiction

We do not give you implied consent.

A. The imposition of bike lanes throughout Glendale and all its jurisdictions, including those on La Crescenta Avenue, as well as the currently slated City Council agenda item for a vote on the Verdugo Wash Master Plan, violates the will of We the People.

B. These projects:

1.   Reduce vehicle lanes, leading to increased traffic congestion and unnecessary delays.
2.   Delay emergency response times, endangering public safety by narrowing access for first responders.
3.   Force us under implied consent to adopt electric, radiation-emitting vehicles, restricting our travel and infringing upon our rights. We do not consent.
4.   Eliminate critical parking spaces, harming local businesses and inconveniencing citizens.
5.   Reflect a forced agenda prioritizing policies aimed at reducing car use by “forcing people out of their cars,” regardless of the community’s opposition.
6.   Are part of a larger “15-minute city” concept, intended to impose lifestyle changes without community approval.
7.   Create confusion and increased risk of accidents by poorly integrating cyclists, vehicles, and pedestrians.
8.   Divert tax-payer funds irresponsibly, such as the $400 million allocated for La Crescenta Avenue or any other Glendale project, regardless of whether the funds are from the state or local budgets. We do not consent to wasteful spending.
9.   Our vehicles are not the problem. The imposing “15-Minute City Agenda” is the problem. We do not consent to the “15-Minute City Agenda.”

II.  15-Minute City Agenda

The implementation of 15-minute cities is not theoretical; it represents a deliberate framework designed to centralize control over fundamental aspects of individuals' lives, infringing on personal freedoms and autonomy. Key impacts include:

1.   Elimination of Gas-Powered Vehicles

2.
   Electricity Usage Restrictions - will directly fine people for any over-usage.

3.   Water Usage Restrictions - Will impose penalties for exceeding usage allowance

4.  Food Restrictions - Restriction on food options and limiting dietary freedom

5.  Digital ID and Facial Recognition - Surveillance network of digital ID and Facial Recognition technology tracking ALL your movements, activities, and purchases.

6.   Mandatory Biometric Tracking - Microchipping to centralize identification and access to services eliminating independence outside of these control mechanisms.

These implementations will monitor, regulate, and control daily life under the guise of sustainability and efficiency. They fundamentally alter the relationship between individuals and governing authorities, eroding personal freedoms and unalienable rights in favor of centralized oversight.

 

Our Stance

I. We, the People, do not consent to any infringement upon our unalienable rights by any public servants.

II. This includes actions related to:

A. The right to privacy.

B. The right to property.

C. The right to safety and liberty.

III. We reject the notion that the government has the authority to act outside the will of the citizens and demand that all decisions affecting us be subject to transparent, constitutional processes with full public approval.

 
Our Declaration

Enough is enough. The City of Glendale exists to serve its citizens, not to impose agendas that infringe upon our rights or prioritize special interests over public welfare. The City Council has repeatedly disregarded the will of the People, overridden our rights, and silenced those who dare to question its actions. This is not governance—it is oppression, and it violates the unalienable rights guaranteed under the California Constitution and the U.S. Constitution, as well as public participation protections enshrined in the Brown Act.

The silencing of dissent has reached alarming levels. Recently, a public speaker at a City Council meeting, exercising their First Amendment right to free speech, was forcibly removed by police at the direction of the mayor. The speaker turned their back to the Council to address the camera and the public, calling on the community to assemble and speak up. The mayor claimed this violated "rules of conduct" simply because the speaker did not directly face the Council members. This abuse of power and misuse of law enforcement as a tool of suppression sets a dangerous precedent. Such actions intimidate citizens, undermine free speech, and chill participation in a constitutional process by the People, for the People.

We, the People, will not stand for a government that overrides our will, silences our voices, and disregards our unalienable rights. We reject any governance that relies on implied consent, coercion, or intimidation, as these practices are violations of:

   The California Constitution, which guarantees our rights to liberty,  privacy, and property.
•   The Brown Act, which ensures transparency and public participation.
   Due process protections under the California Constitution, state and federal law.

The City Council must recognize that this is a constitutional republic, not a democracy, and as such, its authority comes solely from the People. Public servants derive their power by the People, for the People—not through unilateral decisions or coercion.

 
We Demand

An Immediate Halt to All Bike Lane Projects
An immediate halt to all bike lane projects and infrastructure changes that reduce vehicle lanes, increase traffic congestion, and impose lifestyle changes without explicit approval from citizens.
The Verdugo Wash Master Plan, as well as any other measures connected to the “15-minute city” agenda, must be halted and tabled immediately until further notice by We the People of Glendale.


 
We Declare

Stop treating us as subjects of a corporation. We are law-abiding, free citizens of a constitutional republic, and we will not stand for unconstitutional acts inflicted upon us. The City Council serves at the will of the People—not as an unchecked authority.

The forced removal of a public speaker for addressing the camera and exercising their right to free speech is an abuse of power. It is an example of the dangerous precedent being set by this Council to suppress opposition and intimidate citizens.

We will not allow our rights to be hijacked by public officials who hold office only because we entrusted them to represent us. If this mission is bypassed, we will demand the resignations of any public officials who act outside their constitutional authority or use their power maliciously to silence or harm citizens.

We demand a return to transparent governance that prioritizes the welfare, rights, and freedoms of We the People in accordance with the principles of a constitutional republic.
