The International Olympic Committee(IOC) Executive Board shall investigate and take disciplinary actions on the Tokyo Organising Committee of the Olympic and Paralympic Games for violations of the Olympic Charter.

The Japanese government marked Korean Island Dokdo as its own territory on the 2020 Tokyo Olympic map. The map of the 1964 Tokyo Olympics, which Japanese government put forward as the ground for the claim, was found to be fabricated. In fact, Dokdo was not marked on the map of the 1964 Tokyo Olympics, but the Japanese government redrawn Dokdo in order to claim Dokdo as Japanese territory at the 2020 Tokyo Olympics.

This action by the Japanese government is obviously violating Rule 50(2) of the Olympic Charter.

The Rule 50(2) of the Olympic Charter prescribes that ‘No kind of demonstration or political, religious or racial propaganda is permitted in any Olympic sites, venues or other areas.’

Then, what are the "political" actions that the Olympic Charter prohibits?

Any action that reveals one's identity can correspond to a "political" action. If any action that reveals identity are prohibited whatsoever, this would be violating freedom of expression.

If so, political actions prohibited by the Olympic Charter should be limited to actions that violate the Olympic Spirit. In other words, only those political actions that are against the Olympic Spirit of fair play, friendship and respect should be banned.

Based on this interpretation, Japan's action obviously violates Rule 50(2) of the Olympic Charter.

Japan claims that it owns the territory of a neighboring country that Japan had acquired once through colonial rule. Not only Japan has betrayed its friendship and respect for its neighbors, but is also undermining the spirit of fair play by fabricating the basis for its claims.

Republic of Korea has once embraced IOC's proposal not to mark Dokdo on the Korean Peninsula Flag even though Dokdo is Korea's inherent territory. It is a matter of course for Koreans to mark their own territory with a painful history of encroachment on the Korean Peninsula Flag, but it was a concession in accordance with the Olympic Spirit of prioritizing friendship and respect in the Olympic Games.

However, the IOC remains silent on the same issue that Japan marked Dokdo as its territory.

We request the following:

1. The Tokyo Organising Committee of the Olympic and Paralympic Games should, by itself, delete the map that marked Republic of Korea's territory Dokdo as Japan's territory, and as a host country, apologize for the acts of violating the Olympic Spirit.

2. The IOC Executive Board shall go through fact-finding procedure and take corrective and disciplinary action on the Tokyo Organising Committee of the Olympic and Paralympic Games, the Japan Olympic Committee(JOC) and the Tokyo Metropolitan Government in accordance with Rule 59 of the Olympic Charter.

IOC 집행위원회는 도쿄올림픽 조직위원회의 올림픽헌장 위반 행위를 조사하고 징계하라.

일본 정부는 2020 도쿄올림픽 지도에 독도를 일본 영토로 표기하였습니다. 일본 정부가 주장의 근거로 내세운 1964년 도쿄올림픽 지도는 날조된 것으로 밝혀졌습니다. 실제로 1964년 도쿄올림픽 지도에는 독도가 표시되어 있지 않았는데, 2020 도쿄올림픽에서 독도가 일본의 영토라고 주장하기 위하여 일본 정부가 독도를 새롭게 그려 넣었습니다.

이러한 일본 정부의 행위는 명백히 올림픽헌장 50조 2항에 위반되는 행위입니다.

올림픽헌장 50조 2항에서는 올림픽 장소, 베뉴 및 기타 구역에서 어떠한 형태의 시위나 정치적, 종교적 혹은 인종적 선전도 허용되지 않는다고 명시되어 있습니다.

이때 올림픽헌장에서 금지하고 있는 정치적 행위란 무엇일까요?

자신의 정체성을 드러내는 어떠한 행위도 정치적 행위에 해당할 수 있습니다. 정체성을 드러내는 어떠한 표현도 금지한다면 이는 표현의 자유 침해에 해당할 것입니다.

그렇다면 올림픽헌장에서 금지하는 정치적 행위란 올림픽 정신에 위배되는 정치적 행위에 한정해야 합니다. 즉 올림픽 정신이 강조하는 페어플레이, 우정, 존중에 어긋나는 정치적 행위에 한하여 금지해야 합니다.

이러한 해석에 기초할 때 일본의 행위는 명백히 올림픽헌장 50조 2항에 위배됩니다.

일본은 식민지배로 한 때 획득했던 이웃국가의 고유 영토를 자신의 영토라고 주장하며, 이웃국가에 대한 우정과 존중을 저버렸을 뿐만 아니라, 주장에 대한 근거를 날조하여 페어플레이 정신도 훼손하고 있습니다.

대한민국은 독도가 대한민국의 고유 영토임에도 한반도기에 표기하지 말라는 IOC의 제안을 받아들인 바 있습니다. 침탈의 아픈 역사가 담긴 고유 영토를 한반도기에 표시하는 것은 한국인들 입장에서는 당연한 행위이나, 올림픽 경기에서 만큼은 우정과 존중을 우선시하자는 올림픽 정신에 따라 양보한 결과였습니다.

하지만 IOC는 일본이 독도를 자국의 영토로 표기한 동일한 사안에 대해 침묵하고 있습니다.

우리는 다음과 같이 요청합니다.

1. 도쿄올림픽 조직위원회는 대한민국 영토인 독도를 자국 영토인 것처럼 표기한 지도를 스스로 삭제하고, 개최국으로서 올림픽 정신을 훼손한 행위를 사과하라.

2. IOC 집행위원회는 이번 사안에 대한 진상조사를 하고 올림픽헌장 제59조에 따라 도쿄올림픽 조직위원회, 일본 올림픽 위원회(JOC), 도쿄도에 대한 시정 및 징계 조치를 하라.
