Harbor Place Apartments have terrible utilities especially with the HVAC and water systems. There are emergency water shut offs every other day and you can hear water leaking in the lower sewer drains every day even when it hasn't rained for days which means that's water leaking from the buildings and our money going down the drain. Same with when you see cracks in the ductwork and cold drafts coming in your building. That's dollar bills going out the door in terms of gas. Not only that but the HVAC closets are filthy and that impacts the air quality in your home. When rats and birds nest up in HVAC closets, this can lead to respiratory infections and human diseases like Histoplasmosis and Toxoplasma Gondii. Many tenants are reporting current respiratory infections! Go see your doctor if you are a tenant here. Allocated bills mean the tenants of each building split the water and gas amongst each other so if one person's water leaks we all pay for it. We have a right to set up individual accounts with Prince George's County water and Prince George's County gas and have each unit repaired individually so we pay for our own water and gas. All of the HVAC needs a thorough inspection and resealed. All the cracks need to be checked with an anemometer! Tenants need to withhold the real page utility management utilities bill which includes allocated water service, allocated sewer service, allocated trash base fee, allocated gas service, and service fee until these issues are taken care of.  Sincerely, Tenants of Harbor Place.
