Stop the Excessive Noise from 901 W. Civic Center Building!
The Issue
On September 11, 2018, the City of Santa Ana allowed the installation of two new cooling towers at the Commercial Building and Campus, 901 W. Civic Center Drive, Santa Ana, CA 92703. Immediately, the noise from the high-powered industrial cooling towers exceeded the noise limits set in Santa Ana’s Noise Ordinance. Neighbors measure the noise in decibels using the NIOSH SLM App. The noise has grown louder over the last year- it runs 24 hours a day, 7 days a week. As depicted in the video, the noise that is emitted from the cooling towers is always changing and is unpredictable. The noise is invading neighbor’s homes and yards and sleep and health and welfare.
The cooling towers’ noise levels are higher than the legal limits set for residential areas for both day and night times. It invades neighbors’ yards, patios, porches and even penetrates through walls, closed doors and closed windows. Noise can cause a number of health problems- hearing loss, sleep loss and disturbances, high blood pressure and cardiovascular disease, changes in brain chemistry and poor work and school performance.
The cooling towers bring down the quality of life for the neighbors and is also bringing down residential property values. Presently, a neighbor cannot sell their home solely based on the noise!
The 901 W Civic Center building owners and managers have been contacted consistently for 2 years with little to no response. Likewise, Santa Ana City Staff, City departments and SAPD were also asked many times for help- for two years.
OUR ELECTED OFFICIALS MUST ACT TO ENFORCE THE SANTA ANA NOISE ORDINANCE TO PROTECT THE NEIGHBORS’ HEALTH AND WELFARE WHILE LIVING CLOSE TO THESE COOLING TOWERS.
