TEMPORARILY RE-OPEN, PERMANENTLY REPAIR AND RAISE PAULSEN ROAD 

Community Petition to the SC County Board of Supervisors          

Dear Chairman Cummings and County Board of Supervisors,

We respectfully submit this community petition to outline our needs as directly-impacted residents, workers, and parents of students who must use Paulsen Road to get to our children and for the purpose of thoroughfare to our jobs, daily.

Schools directly affected by Paulsen Road closure:

Watsonville Charter School of the Arts (does not have bus service) - 400 students at Whiting

Alianza Charter School (does not have bus service) - 400 students at Whiting / Casserly

Lakeview Middle School, Amesti Elementary, and Saint Francis High School - need Paulsen as thoroughfare to connect students from one side of town to the other

Number of cars reported on May 1, 2019 that daily use Paulsen Road: 3,758

We respectfully request:

Please re-open Paulsen Road immediately during the dry season - there is still enough viable asphalt for a one-way road with stop signs at either end that we can alternate letting each other go through.

Please use our new Measure K funds to prioritize constructing a raised road where the wetlands continue to flood each year, for the safe passage of our community while respecting the needs of the natural environment and wildlife.

Ensure our access to our children in case of personal or catastrophic emergency (anything from an injury to a natural disaster) which is currently nearly impossible and certainly greatly delayed if Paulsen is cut off as a route. 

Consideration for traffic and further infrastructure impact: Traffic is at a standstill, wrapped around Casserly both ways, and down East Lake Avenue there are currently many obstacles due to construction at Holohan. Casserly Road is already ridden with potholes and suffered during the flood in many places.

The wetlands is a natural filtration system and flood mitigation that needs to exist. Many species of wildlife rely on College Lake and surrounding wetlands as habitat. It needs to be protected –  and a raised road over the 80 feet affected will accomplish this.

For these reasons, we strongly feel that Paulsen Road needs to be the #1 priority for CDI / County Public Works. We thank you for your skillful leadership and action to fix our road!

Estimado presidente Cummings y junta de supervisores del condado:

Respetuosamente presentamos esta petición comunitaria para describir nuestras necesidades como residentes, trabajadores y padres de estudiantes directamente afectados que deben usar Paulsen Road para llegar a nuestros hijos y con el fin de ser vía de acceso a nuestros trabajos, diariamente.

Escuelas directamente afectadas por el cierre de Paulsen Road: 

Watsonville Charter School of the Arts (no tiene servicio de autobús): 400 estudiantes

Alianza Charter School (no tiene servicio de autobús) - 400 estudiantes

ambos en Whiting / Casserly

Lakeview Middle School, Amesti Elementary y Saint Francis High School: como vía para conectar a los estudiantes de un lado de la ciudad al otro.

Número de automóviles reportados el 1 de mayo de 2019 que utilizan diariamente Paulsen Road: 3,758

Solicitamos respetuosamente:

Por favor vuelva a abrir Paulsen Road inmediatamente durante la temporada seca; todavía hay suficiente asfalto viable para una carretera de un solo sentido con señales de alto en cada extremo por las que podemos alternarnos y dejarnos pasar entre nosotros.

Utilice nuestros nuevos fondos de la Medida K para priorizar la construcción de un camino elevado donde los humedales continúan inundándose cada año, para el paso seguro de nuestra comunidad y al mismo tiempo respetando las necesidades del medio ambiente natural y la vida silvestre.

Garantizar nuestro acceso a nuestros niños en caso de emergencia personal o catastrófica (cualquier cosa, desde una lesión hasta un desastre natural), lo cual actualmente es casi imposible y ciertamente se retrasará enormemente si se corta a Paulsen como ruta. 

Consideración del tráfico y un mayor impacto en la infraestructura: el tráfico está paralizado, rodea Casserly en ambos sentidos y en East Lake Avenue actualmente hay muchos obstáculos debido a la construcción en Holohan. Casserly Road ya está llena de baches y sufrió durante las inundaciones en muchos lugares.

Los humedales son un sistema de filtración natural y mitigación de inundaciones que debe existir. Muchas especies de vida silvestre dependen del lago College y los humedales circundantes como hábitat. Es necesario protegerlo, y un camino elevado de más de 80 pies afectados lo logrará.

Por estas razones, creemos firmemente que Paulsen Road debe ser la prioridad número uno para CDI/Obras Públicas del Condado. ¡Le agradecemos su hábil liderazgo y acción para arreglar nuestro camino!
