Adjust the laws applying to falconry in the state to disallow the capture and use of wild, migratory birds such as Snowy Owls for use in leisure activities such as falconry.

The Issue

The capture and domestication of raptors serves only to remove healthy, breeding individuals from the population which could seriously threaten certain species, especially given high enough demand for domestication.  Combined with the effects of climate change and human induced habitat destruction and fragmentation, capturing healthy individuals could be a threat to healthy population levels.  Raptors occupy a high terrestrial trophic level (the highest barring humans who inadvertently, or intentionally eliminate them), and are therefore the least numerous within their ecosystems.  Because of this, it is our responsibility to protect them, rather than increase the pressure we put on these beautiful, charismatic, and essential species.
