The Compact requires a valid agreement between the City of Rohnert Park and Graton Rancheria before casino construction can begin, but no such agreement exists, and construction has already begun. The Compact was passed on May 10, 2012, and construction started illegally on June 18, 2012. This is violation of the Graton Rancheria gambling Compact, which is only two months old. Graton Rancheria agreed to the terms of the Compact, and they should abide by them. The Governor must do his duty, and enforce the terms of his Compact with Graton Rancheria.
