because it is cruel and dogs are suffering from frostbite and death.Many dogs never see the inside of a home and are often tied up and unable to get out of the deadly Wisconsin wind chills.Leaving dogs outside in brutal wisconsin weather is cruelty.It is tragic enough that these dogs never know what it is like to have a loving home and companionship but then to have to suffer in below zero weather 24 hours a day is so inhumane.Please stop allowing cruel dog owners to treat their dogs like lawn ornaments.Give the local humane societies the ability to step in and house these dogs indoors where they belong.
