To provide confidence to all Michigan Democratic Party members that the proceedings of the Rules and Credentials Committees leading up to and at the MDP Convention on February 23, 2013 are conducted in a fair manner. The neutrality proposal calls for Party members unaffiliated with either campaign for MDP Chair serve in the role of Chair of the Rules and Credentials Committees, and Chair of the Convention and Parliamentarian of the Convention.
