Human Rights Campaign (HRC): Mandate the 2016 Corporate Equality Index and 2016 Municipal Equality Index Score of 100 to include coverage of all related transgender gender reassignment procedures

The Issue

Currently the Human Rights Campaign Corporate Equality Index and Municipal Equality Index require participating Corporations and Municipalities to cover transgender health care in order to obtain a score of 100. The current requirements only state "Coverage for reconstructive surgical procedures related to sex reassignment" with a minimum coverage of $75,000.00.

While the HRC has led over 304 Fortune 500 Companies to add transgender healthcare to their employee health policies since 2011, the HRC currently does NOT require those corporations and municipalities to cover all of the medically necessary treatments for transgender individuals.

If the HRC mandates Corporations and Municipalities to require FULL coverage of all medically necessary treatments to include GRS, breast augmentation/breast reduction, facial feminization surgery, vocal surgery, vocal training/therapy, hair transplants and electrolysis -  the participating Corporations and Municipalities will force their insurance companies to cover these treatments as medically necessary and no longer view them as "cosmetic".

The HRC must be proactive and continue to lead the way for full inclusion for transgender individuals to receive treatment that is available to all but unobtainable by most due to individual cost. In reality, the cost of coverage for transgender health care only adds 17 cents to the cost of a yearly health insurance policy. Currently the transgender community has an approx 46 percent suicide rate which drops to almost zero after GRS and related medical surgery and treatment.

The signers of this petition hearby petition the Human Rights Campaign to amend the requirements for the 2016 CEI and MEI to require participating Corporations and Municipalities to cover all transition procedures necessary for full transition to include the current requirements and expand them to include breast augmentation/breast reduction, facial feminization surgery, vocal surgery, hair transplants and electrolysis. The $75,000 current lifetime cap for transgender healthcare is also removed. Any participating corporation or municipality must include these changes in order to receive a score of 100 on the yearly indexes.
