After three years of bungling a solution for a homeless downtown day center, please don't rush into something that will be set up for failure just to get it off your plate.  The perfect should not be the enemy of the good, but a day center people can't get to is as good as none.  Slow down, do it right, and spend the funds to ensure the comprehensive day center is done in a way that people will not only use to meet their daily needs, but to help people get the services they need and hopefully move on to housing!  A day center people can't use will be useless. Don't repeat the mistakes with the jail, please support spending up to half that spent on studying building a new jail and get it done right the first time!
