Type of breed is not the sole factor in attitude or personality of the dog, upbringing and environment plays more of a role.  Some breeds that are "banned" are some of the most loyal, loving, caring, and affectionate breeds.  People can carry guns and get their CCW, but others cannot have a dog because of "what they are known for."
