The Agency for Persons with Disabilities (APD) in Florida is implementing the Residential Fee for people with disabilities living in licensed residential facilities and receiving services under the Home and Community Based Waiver (HCBS Waiver). 
People with disabilities, after using their SSI or other third party benefits to pay for room and board, and after a small personal allowance, are required to send the remaining of the benefit to the agency. 
Up to now, this remaining money was used for personal items, transportation, to pay for a companion in outings in the community or for any other services each individual considered important to them and that is not covered or has been cut by the HCBS Waiver
Without that income, people with disabilities are being denied their right to choose how to manage their own needs, making their own choices on how to spend their benefits on things that are important to them and are being denied their right to participate in the community.
