子供の広場（通称きょうりゅう公園・かいじゅう公園）」の遊び場をつぶすレストラン・フードコート・キッチンカースペース等の建設計画を直ちに中止し、子ども達がのびのびと自由に遊べる現状の維持を求めます。

＜要望の背景＞
◆今年４月着工予定！「子供の広場」東側の自由広場が無くなります！
江戸川区は、現在たくさんの子どもがのびのびと遊んでいる、西葛西駅の至近「子供の広場」の東側に、レストランやフードコート、キッチンカースペース等を建設する計画を立てており、2024年、令和６年４月から着工予定としています。
本署名活動は、西側の部分のリニューアル計画に異論をはさむものではありません（西側については、インクルーシブ遊具［共生社会概念に基づく遊具］の新設などが計画されています）。
しかし東側については、いま小学生などがボール遊びや鬼ごっこなどで思い切りかけ回り、身体を動かして遊んでいます。よちよち歩きのお子さんたちも、保護者や保育士の見守りのもとに健やかなひと時を過ごしています。
ここをつぶしてレストランやフードコート、キッチンカースペース、シェアサイクルポートなどを建設することが、本当に地元で子育てをしている私たち、あるいは放課後に遊べる場所を必要としている小中学生たちに、必要なことなのでしょうか？
むしろ、レストランやフードコートなどお金をつかわないと過ごせない場所に変えてしまうことは、地元の人たちを遠ざけることになるのではないでしょうか？
◆誰もが自由に集い、無料で遊べる、憩える貴重な広場をつぶさないで！
「子供の広場」は、住宅街の中ではなく幹線道路に囲まれた場所にあるため、子どもの声で周辺住民の方々にご迷惑をかける可能性が低い貴重な場所です。
しかも公園を取り囲む歩道が広く柵も整備されているため、幹線道路に近いにもかかわらず飛び出しなどの事故がおこる危険性は低く、さらに駅から近く通勤通学の人通りが多く、死角がないため犯罪も起こりにくい。
まさに子育て世代、そして放課後の居場所を求める小中高校生の貴重な、そして大事な生活の場所になってきました。
江戸川区によれば、「子供の広場」リニューアルを含むこの度の大規模な総合レクリエーション公園の整備は、「区民の利便性向上や区外からも人を呼び込む魅力高い公園にするため」と説明しています。
確かに、南北に伸びる総合レクリエーション公園の入口に当たる「子供の広場」にフードコートを建設すれば、オシャレな街を演出することはできるかもしれません。しかしそれは「区民の利便性」と両立していないのです。
食事ができる場所は、西葛西駅前にたくさんあります。ここにレストランやフードコートをさらに建設する必要性は、地元の住民としては全く感じません。
江戸川区は「子育てしやすい」「子育てにやさしい」区と自負していたのではなかったのでしょうか？
西葛西駅に近く、誰もが自由に集い、無料で遊べる、憩える貴重な場がつぶされることに、この地で子育てをしている私たちは大きな危機感と落胆を感じます。
この総合レクリエーション公園整備計画は令和３年から策定が進められており、パブリックコメントの募集や現地での意見収集もあり、その中にはかいじゅう公園のレストランやフードコートの建設に反対する声や、いまの広場を残してほしいという声もあった（江戸川区環境部担当課談）とのことです。
また、整備計画の内容を利用者や地域住民に事前にひろく周知できたとは言い難く、最近「子供の広場」に建てられた「リニューアル事業」の立て札を見て計画を始めて知った人が少なくないのが実情です。

かいじゅう公園も声を上げるなら今が最後のチャンスかもしれません。この看板にはアンケートの集計は本年１月から３月まで行われているとあります。なんとか住民の、そして「この広場をなくさないでほしい（2024.1.12. 現地での子供たちの言葉です）」の声を計画に反映していただくべく、本署名を通じて江戸川区に思いを届けましょう！

Edogawa Ward is planning to construct a restaurant, food court, food truck space, etc. on the east side of "Children's Square" near Nishi-Kasai Station, where many children are currently play freely.
This petition does not object to the renewal plan for the west side of the park (the west side is planned to have new inclusive playground equipment based on the concept of a symbiotic society).
On the east side, however, elementary school children are playing ball, tag, and other games with great enthusiasm and physical activity. Children who are just a few years old are spending time doing healthy activities under the watchful eye of their parents and caregivers.
Is it really necessary for those of us raising children locally or for elementary and junior high school students who need a place to play after school to build a restaurant, food service, food truck space, shared bicycle port, etc.?
This would rather turn it into a commercial space where people have to spend money to spend their time, thereby driving locals away.
Don't destroy a precious square where everyone can gather freely, play for free, and relax!
Children's Square is not located in a residential area, but surrounded by main roads, making it a valuable place where children's voices are unlikely to bother nearby residents.
Moreover, because the sidewalks surrounding the park are wide and fenced, there is little risk of accidents such as children running out of the park, despite its proximity to a major road.
The area has become a valuable and important place to live for those raising children and for elementary, junior high, and high school students seeking a place to stay after school.
According to Edogawa Ward, the large-scale development of the comprehensive recreation park, including the renewal of the "Children's Square," is "to improve convenience for ward residents and to make the park more attractive to people from outside the ward.
Certainly, the construction of a food court in the "Children's Square," which is the entrance to the comprehensive recreation park stretching from north to south, may create a fashionable town atmosphere. But that is not compatible with "convenience for ward residents".
There are many places to eat around Nishi-Kasai Station. As a local resident, I do not feel the need to build more restaurants and food courts here.
Didn’t Edogawa Ward always pride itself on being a "child-rearing-friendly" and "child-care-friendly" ward?
We who are raising children in this area feel a great sense of crisis and disappointment that a valuable place where everyone can gather freely, play free of charge, and relax near Nishi-Kasai Station is being destroyed.
The comprehensive recreation park development plan has been under development since 2021, and public comments were solicited and opinions were collected at the site, including opposition to the construction of a restaurant and food court in Kyoryu Park and a request to keep the current plaza (according to the Edogawa Ward Environment Department).
The plan has not been widely known to users and local residents, and many people first learned of the plan from the "Renewal Project" sign that was recently erected in the "Children's Square". The "skateboard park" on the Shin-Sakon river is on hold due to residents' voices.
This may be the last chance to raise your voice against these plans at Kyoryu Park.
This sign says that the survey is being conducted from January to March of this year.
Let's deliver our thoughts to Edogawa Ward through this petition so that the residents' voices and "Please don't take this plaza away from us ! "(these are the words of children at the site on January 12, 2024) will be reflected in the plan!
