「善福寺川上流調節池（仮称）」に関する説明会をオープンハウス形式で令和6年9月5日、6日、8日に行うことを、東京都が発表しました。

説明内容については、

「善福寺川上流調節池（仮称）に関する事業概要や、現在の設計における検討状況およびこれまでの説明会等でいただいたご意見に対する検討状況についてご説明いたします。なお、本事業で土地を取得させていただく箇所や、トンネルが地下を通過する可能性がある箇所において、土地の面積を求めるための周辺の土地との境界を確認する用地測量の一般的な事項についてもご説明いたします。」

と資料には書かれていますが、

「説明会等でいただいたご意見に対する検討状況」については、
去年(令和5年)12月1日・2日に行われたオープンハウス形式の説明会で集めた意見及び都の考え方を、どこまで工事に反映する予定なのかを説明されるのでしょうか？
また、前回(令和6年1月20日(土曜日))の説明会で出た、（議事録を7ヶ月たった今でも東京都建設局のサイトには共有されていない、参加者しか知らない、）意見や不満をどこまで、検討状況をどのように説明されるのでしょうか？

「本事業で土地を取得させていただく箇所」については、
25軒の立ち退きを命じられている方々の説明をされるのでしょうか？いつまでに退去する必要があるかを説明するタイムラインを共有されるのでしょうか？

「トンネルが地下を通過する可能性がある箇所において、土地の面積を求めるための周辺の土地との境界を確認する用地測量の一般的な事項」は、
トンネルから上の45°の家が全てに振動がある住宅も含むのでしょうか？

「丁寧な説明」だけではなく、沢山の不満を抱えている住民の声を聴いてもらい、この不満を対処するためにどのように工事に反映していくかの説明をしていただき、（都としての考えをまとめた資料を投稿するだけでなく）住民が納得する工事を求めていることを東京都にご理解いただきたいと思います。

＊オープンハウス形式とは：説明内容を記載したパネルを会場に展示して、個別で事業内容の説明や質問に対して回答、意見を伺う形式です。

Tokyo Metropolitan Government Bureau of Construction has announced that an open-house style explanation session is planned for the following dates/times and locations:

  Date/Time：　September 6th, 2024 (Friday) 17:00~20:00
  Location：　   Ogikubo Regional Civic Center, Meeting Rooms 1 & 2
• Third Session
  Date/Time：　September 8th, 2024 (Sunday) 13:00~17:00
  Location：　   Momoi Daiichi Elementary School Gymnasium 

The intention of this open-house style explanation session has been described as a session to outline the Zenpukuji River Upstream Retention Basin (tentative name) construction plans, to share the current status of the design considerations and what considerations have been taken from the response of previous explanation sessions (held in December 2023 and January 2024). As well as, an explanation of the land surveys that may be required in areas where tunnels are planned to be drilled using  shield-machines.

It will be interesting to see how much of the public's opinions and wishes the Tokyo Metropolitan Government Bureau of Construction has incorporated into their construction, especially when so many opinions have been submitted, so many opinions and concerns have been voiced at every opportunity possible (even directly at the explanation session held in January - which strangely, the MoM's have not been published, despite confirming in this session that they would be) in the past 9 months.
