川崎重工はイスラエルの軍需企業との輸入代理店契約をただちに破棄し、攻撃型ドローンの輸入販売を中止してください！

追記：この署名は、2024年5月発信のもので、被害者数などは更新していますが、すべての最新の情報を反映しているわけではないことをご了承下さい。ただ2025年5月時点も、川崎重工の姿勢は変わっていないので本署名は賛同を募りつづけています。

24年2月下旬に市民団体が行った防衛省交渉において、23年度予算で防衛省がイスラエル製の攻撃型ドローンの導入に向け、候補機を選定しイスラエルに実証試験を行わせている事、またその後、防衛省が導入検討しているイスラエルの攻撃型ドローン5機の輸入代理店も判明し、その内の１つが誰もがその名を知る、川崎重工であることが明らかになりました。（※1）

川崎重工がイスラエルの軍需企業大手のIAI（＝Israel  Aerospace Industries)と輸入代理店契約を結び、攻撃型ドローンHeronMKⅡを防衛省に輸入販売しようとしている事に強く抗議すると共に、ただちに契約破棄する事を求めます。

現在、パレスチナのガザ地区は2023年10月7 日以降のイスラエルによる空爆攻撃により、少なくとも54,056人が殺害され、12万3,770人以上が負傷し、死者の72％が女性と子どもと言われています。（25年5/31時点 ガザ保健省）また虐殺だけでなく、イスラエルは長年に渡りパレスチナに対する占領とアパルトヘイト政策を実施し、国際法違反の封鎖や戦争犯罪を行っています（※2）。　

そのような中、南アフリカがICJ（国際司法裁判所）にイスラエルを提訴し、2024年1月26日にはICJがイスラエルに対してジェノサイド行為を防止するあらゆる手段を講じること等を求める暫定措置命令を発出しました。これは、「ジェノサイドが既に行われている」可能性を前提として出されているものです。そしてこれを受け、日本の上川外相（当時）は「ICJの暫定措置命令は当事国を法的に拘束するものであり、誠実に履行されるべきものです」と述べ、更に3月13日の国会答弁では、「イスラエルのガザ攻撃は国際人道法違反である」と明言しました。

それにも関わらず、日本政府がイスラエルの軍需企業から攻撃型殺人ドローンを購入しようとしている事は言及している立場と真逆の行為であり、そしてそのような政府に民間として全面的に協力しようとする輸入代理店企業に対して、私たち市民はその官民一体の虐殺加担を強く非難します。ICJの措置命令は国家だけでなく、市民社会の一員でもある企業も遵守すべきものと考えます。実際、イスラエルの軍需企業エルビット・システムズと協力覚書を交わしていた伊藤忠アビエーションは、ICJの措置命令を受け2月末にその覚書を終了させました。

 

更に直近の国際情勢では、2024年4月5日、国連人権理事会（47ヶ国）でイスラエルへの武器売却停止決議案が賛成多数で採択され（賛成28ヶ国、米・独等6ヶ国が反対、日本含む13か国は棄権）、またカナダやスペインはイスラエルへの新たな武器輸出の凍結を発表し、オランダやイギリスでも議会や司法でそのような動きが見られます。またイスラエルに武器供与を続けるドイツに対して中米のニカラグアがICJにジェノサイド条約違反で提訴するなど、世界的に「イスラエルの虐殺に加担する国」を厳しく問う機運も更に高まっています。

このジェノサイドの渦中、パレスチナ人を虐殺し実証実験を行っているイスラエルの軍需企業から攻撃型殺人ドローンを輸入販売する事は、イスラエルの軍需企業に直接利益をもたらすものであり、パレスチナ人への虐殺を助長するものにほかなりません。私たちは日本が直接的・間接的にジェノサイドに加担することに強く反対します。

 

 

 

 

 

 

 

 

イスラエルの軍需企業との取引は、川崎重工が掲げるグループビジョン2030「つぎの社会へ、信頼のこたえを」というスローガンの「信頼」を著しく損なうものになると同時に、グループ経営原則にある「社会的責任を認識し、地球・社会・地域・人々と共生する。」という理念とも到底相容れないものになるのではないでしょうか。川崎重工は人の命よりも企業の利益を優先させるのでしょうか？

 

以上にもとづき、下記の事を求めます。

１、イスラエルの軍需企業との輸入代理店契約をただちに破棄し、今後二度と直接的または間接的に取引をしないこと

２、イスラエル以外の軍需企業からも、攻撃型無人機等の武器を輸入販売しないこと

川崎重工は上記について遵守し、IAIとの輸入代理店契約を破棄すると速やかに発表して下さい。

その発表があるまでパレスチナの平和を願う市民ネットワークは、貴社に対するボイコットや抗議運動を続けていきます。パレスチナで日々かけがえのない命が奪われる中、川崎重工には誠実かつ迅速な対応を頂く事を切に望みます。

 We hereby demand that Kawasaki Heavy Industries immediately cancel its import agency contract with Israel Aerospace Industries (IAI) and stop importing and selling attack drones. 

 

In negotiations with the Ministry of Defense held by civic groups in late February 2024, it became known that the Ministry had selected candidate aircraft in preparation for the introduction of Israeli-made attack drones in the FY2023 budget, and that Israel had conducted demonstration tests toward this end. 

Later, the import agents for the five Israeli attack drones that the Ministry of Defense is considering introducing were also identified, and one of them was revealed to be Kawasaki Heavy Industries.

Having learned that Kawasaki Heavy Industries has entered into an import agency contract with IAI, a major Israeli military company, we strongly protest the plan to import and sell Heron MKII attack drones to the Ministry of Defense, and demand that this agreement be terminated. 

Currently, at least 34,654 people have been killed and more than 77,908 injured in the Palestinian Gaza Strip due to Israeli air strikes since October 7 last year, with 72% of the dead reportedly being women and children. (Figures as of May 4, Ministry of Health in Gaza) In addition to genocide, Israel has been occupying Palestinian territory and practicing apartheid policies for many years, imposing blockades and committing war crimes in violation of international law. 

In view of these circumstances, South Africa filed a lawsuit against Israel at the ICJ (International Court of Justice) and on January 26, an interim order was issued requiring Israel to take all possible measures to prevent acts of genocide. This statement is based on the possibility that “genocide has already taken place.'' In response to this, Japanese Foreign Minister Kamikawa stated, “The ICJ's provisional order is legally binding on the countries concerned and must be implemented in good faith.'' The Foreign Minister further stated in a Diet session on March 13, “Israel's attack on Gaza is a violation of international humanitarian law.'' 

The Japanese government's attempt to purchase lethal attack drones from an Israeli military company contradicts this officially stated position, and we strongly condemn the import agency companies that are complicit in genocide through such public-private partnerships. We believe that the ICJ's order for action should be heeded not only by the state but also by the private sector. In fact, Itochu Aviation, which had previously signed a memorandum of cooperation with Israeli military company Elbit Systems, terminated the memorandum at the end of February in response to the ICJ decision. 

 

Furthermore, on the international front, the United Nations Human Rights Council (47 countries) adopted a UN resolution imposing an arms embargo on Israel with a majority vote (28 countries in favor, 6 countries including the United States and Germany opposed, and 13 countries including Japan abstaining). Canada and Spain have announced freezes on new arms exports to Israel, and similar moves are being made in parliaments and judiciaries in the Netherlands and the United Kingdom. In addition, Nicaragua in Central America has filed a lawsuit with the ICJ against Germany, which continues to supply weapons to Israel, for violating the Genocide Convention, and there is even more momentum around the world to seriously question countries that are complicit in Israel's genocide.

In the midst of this genocide, importing and selling murderous attack-type drones from Israeli military companies that massacre Palestinians and conducting demonstration tests that directly benefit Israeli military companies is tantamount to complicity in genocide against Palestinians. We strongly oppose Japan's direct or indirect complicity in genocide. 

Transactions with Israeli military companies seriously undermine the "trust" in the slogan of Kawasaki's Group Vision 2030, "Trustworthy solutions for the future." They also seriously undermine the Kawasaki Group Management Principles. Such business practices are utterly incompatible with the philosophy of "coexistence with the environment, society as a whole, local communities and individuals." Does Kawasaki Heavy Industries prioritize corporate profits over human lives? 

 

Based on the above, we request the following.

 

1. Immediately cancel all import agency contracts with Israeli military companies and never do business with them directly or indirectly again. 

2. Do not import or sell weapons such as attack drones from any military companies. 

 

Kawasaki Heavy Industries must comply with the above and promptly announce that it will cancel its import agency contract with IAI. Until such an announcement is made, the network of citizens for peace in Palestine will continue its boycott and protest campaign against your company. With irreplaceable lives being taken away every day in Palestine, we sincerely hope that Kawasaki Heavy Industries will provide a prompt and honest response.
