今秋10月16日から19日まで、有明の東京ビッグサイトで、6年ぶりとなる「国際航空宇宙展」（日本航空宇宙工業会が1966年から開催）が行われようとしています。
出展者リストには、現在ガザ大虐殺にも加担している国内外の名だたる軍需企業が名前を連ねています。国内ブースは確かに「航空宇宙」が前面に出ていますが、海外ブースは事実上の武器見本市です。

人間の生命を奪う能力を商品価値として誇る武器見本市は、武力による威かくと武力の行使を永久に放棄し、陸海空軍その他の戦力を保持しないと誓った憲法9条を持つ日本では、本来なら開催できないはずです。
しかし、約10年前の2014年4月1日、安倍政権による武器輸出三原則の撤廃と防衛装備移転三原則の閣議決定により武器輸出が国策となって以降、日本は海外での武器見本市への出展を繰り返し、国内でも公然と武器見本市を開催するようになりました。
当初は日本製の武器を積極的にPRし、武器輸出につなげることを主目的にしていた武器見本市は、成果をほとんど出せない中、海外の軍需企業が日本に武器を売り込む場へとその機能を変えました。
そして自公政権は、格差や貧困を放置し、社会保障や教育などに充てるべき予算を抑える一方、2022年12月には、5年間で計43兆円（武器ローンも含めると60兆円）まで軍事費を膨張させるという「安保3文書」を閣議決定しました。
それにより、国内外の「死の商人」たちを一挙に引き寄せることになりました。例えば、幕張メッセで開催された「DSEI Japan」において、2019年11月に3社ほどに過ぎなかったイスラエル軍需企業の出展は、2023年3月の2回目には、16社へと激増しています。武器見本市は、殺傷マーケットの日本侵入の突破口となり、日本の大軍拡を促進する役割を果たしてきています。
国際航空宇宙展も例外ではありません。2004年10月の同展に出展されたイスラエルIAI社製の無人偵察機「ヘロン」は、攻撃機能を付加されたうえで、まさに現在、防衛省が導入を図る攻撃型ドローンの候補機の一つ（輸入代理店は川崎重工）となっています。また、2016年には、中東などで多くの人々を殺傷してきた米ロッキード・マーチン社製の悪名高いミサイル「ヘルファイア」（地獄の炎）の実物大模型が公然と展示されました。さらに、2016年に展示されたノルウェー・コングスベルク社製の長距離ミサイル「JSM」は、2017年12月、自衛隊が初めて保有する敵基地攻撃兵器として、閣議決定により導入（F35戦闘機への搭載）が決まりました。
今回の国際航空宇宙展は、ロシアによるウクライナへの侵略戦争の継続と、イスラエルによるパレスチナへのジェノサイド（意図的な集団殺害）・民族浄化の拡大という情勢の真っ只中で開催されることになります。私たちは、とりわけ後者の観点から、「航空宇宙展」が「虐殺兵器展」へと堕落することを危惧します。
前回2018年にも出展していたイスラエル最大の軍需企業エルビット・システムズが今回も出展を予定しています。同社は、武器工場を24時間フル稼働させて、ジェノサイドに多くの武器を供給し続けています。フランスですら、6月にパリで開催された国際武器見本市「ユーロサトリ」で、イスラエル軍需企業の出展を禁止しました。一方で日本政府は、「民間が決めること」として黙認しています。
さらには、国連の専門家30人が6月20日に出した声明において「イスラエルの国際人道法・国際人権法違反に加担している」と名指しで批判されたBAEシステムズ、ボーイング、ジェネラル・ダイナミクス、ロッキード・マーチン、RTX（旧レイセオン）などの欧米軍需大手も出展しようとしています。加えて、イスラエル製攻撃型ドローンの輸入代理店となっている4社のうち、川崎重工、日本エヤークラフトサプライ、海外物産も出展予定です。

戦争を放棄した憲法9条と世界の人々の平和的生存権を守ると誓った憲法前文を持つ日本で、まさに今、大虐殺に武器を供給中の「死の商人」に商機を与える武器見本市を開催することは許されません。百歩譲っても、イスラエルや欧米の虐殺加担企業の出展は禁止されるべきです。この展示会には、子どもたちを含む多くの航空宇宙ファンが訪れます。こうした人々を戦争犯罪企業による「死の展示会」に動員し、利用することもあってはならないことです。
侵略や虐殺は武器見本市から始まります。私たちは、ジェノサイドを引き起こし、継続させている一切の武器取引の中止を求めるとともに、ジェノサイドを促進する国際航空宇宙展の開催にあたって、日本政府および主催者である日本航空宇宙工業会に対して、以下を要求します。

This autumn, between 16th to 19th of October, the International Aerospace Exhibition (organised since 1966 by the Society of Japanese Aerospace Companies) will take place for the first time in six years at the Tokyo Big Sight in Ariake.
Their exhibitor list reveals the participation of both domestic and international major military companies, some of which are complicit in the ongoing genocide in Gaza. While the domestic booths are catered to ‘aerospace,’ the international booths essentially function as a weapon trade show.

Principally, Japan is not supposed to host an arms fair that boasts the ability to take human life as a selling point, as a country that pledged to renounce war and the use of force under Article 9 of its Constitution, prohibiting it from maintaining land, sea, air or other military forces.
However, since the abolition of the Three Principles on Arms Exports and the Cabinet decision on the Three Principles on the Transfer of Defense Equipment by the Abe Government on 1 April 2014, nearly 10 years ago when arms exports became national policy, Japan has repeatedly participated in arms fairs abroad and openly held arms fairs in Japan.
Initially, the main purpose of the arms fairs was to actively promote Japan-made weapons and link them to arms exports. With little success, they have changed their primary function to providing a platform for foreign military companies to sell military arms to Japan.
While neglecting the widespread inequality and poverty with suppressed budgets for social security and education, the Cabinet approved the ‘Three Security Documents’ in December 2022, which would expand military spending to a total of 43 trillion yen over five years (60 trillion yen if arms loans are included).
This has attracted a whole host of domestic and foreign ‘merchants of death.’ For example, at DSEI (Defense and Security Equipment International--defense and security trade exhibition) at Makuhari Messe in Japan, the number of Israeli munitions companies exhibiting dramatically increased from 3 in 2019 to 16 in 2023 by the second edition. Arms fairs have served as a breakthrough for the invasion of the kill market into Japan and have played a role in facilitating Japan's massive military build-up.
The International Aerospace Exhibition is no exception: the Heron, an unmanned reconnaissance aircraft manufactured by Israel's IAI that was exhibited at the same exhibition back in October 2004, has added attack capabilities and is precisely one of the candidate attack drones currently being introduced by the Ministry of Defense (Kawasaki Heavy Industries is the import agent). A full-scale model of the infamous ‘Hellfire’ missile manufactured by Lockheed Martin of the USA, which has killed and injured many people in the Middle East and elsewhere, was also displayed shamelessly back in 2016. Furthermore, the Cabinet decided to procure the JSM in December 2017, a long-range missile manufactured by Norway's Kongsberg, which was exhibited in 2016--along with the F35 fighter jet that was installed at the same time, these products came to be the first enemy base attack weapon to be possessed by the Self-Defense Force.
This International Aerospace Exhibition will be held in the midst of the ongoing war of aggression by Russia against Ukraine, as well as the escalation of genocide (deliberate mass murder) and ethnic cleansing by Israel against Palestine. We fear, especially from the latter perspective, that the Aerospace Exhibition will degenerate into a ‘genocidal weapons exhibition’.
Elbit Systems, Israel's largest munitions company, which was also present at the previous 2018 exhibition, is to have an exhibition booth again this year. The company keeps its arms factory running at full capacity 24 hours a day, supplying more weapons to the genocide. Even France banned Israeli munitions companies from exhibiting at the international arms fair Eurosatory, held in Paris in June. The Japanese Government, on the contrary, tacitly accepts Elbit Systems to showcase their products, saying that it is a matter for the private sector to decide.
Furthermore, the Western munitions giants such as BAE Systems, Boeing, General Dynamics, Lockheed Martin and RTX (formerly Raytheon), which have been criticised in a statement issued by 30 UN experts on 20 June for being ‘complicit in Israeli violations of international humanitarian law and international human rights law,’ are also participating in the exhibition. In addition, Kawasaki Heavy Industries, Nippon Aircraft Supply and Kaigai Corporation, among the four companies that act as import agents for Israeli attack drones for Ministry of Defense, are also planning to participate as an exhibitor.
The Israeli military has already massacred at least 40,000 people in this Gaza massacre alone. Gaza and the West Bank have become a ground for product testing on human bodies, refining and evolving killing technologies. The blood spilled, burnt bodies and splattered flesh ‘prove’ the performance of the weapons on display.
Japan, with Article 9 of its Constitution renouncing war and the Preamble to the Constitution pledging to protect the right to peaceful existence of the peoples of the world, cannot host an arms fair to be held that gives commercial opportunities to ‘merchants of death’ who are supplying weapons for genocide at this very moment. The bottom line is that the Israeli and Western companies complicit in the genocide must be banned from exhibiting. The exhibition attracts many aerospace fans, including children. These people should not be mobilised and taken advantage of by war crimes companies in their ‘exhibition of death’.
Aggression and genocide begin at arms fairs. We call for an end to all arms trade that causes and sustains the genocide and demand the following from the Japanese Government as well as the organiser, The Society of Japanese Aerospace Companies, in holding an international aerospace exhibition that promotes genocide.

2. the Government of Japan and The Society of Japanese Aerospace Companies must follow the example of the French Government and ban Israeli and Western companies complicit in the massacre from exhibiting.
3. The Ministry of Defense, the Ministry of Foreign Affairs, and the Ministry of Economy, Trade and Industry must refrain from sponsoring genocide-compliant international aerospace exhibitions.
4. The Society of Japanese Aerospace Companies (SJAC) to reflect on the nature of the International Aerospace Exhibition, whose overseas booths have been turned into arms fairs, and to conduct improvement measures for the Exihibition to follow the Article 9 of the Constitution.
