●請願趣旨●

　令和5年3月1日、戸田市立美笹中学校にナイフを持った少年が侵入し、生徒を守った先生が刺傷されるという痛ましい事件が起きました。

・流血の教諭、必死で生徒守る…教室に乱入した17歳、何度もナイフで切ってきた　それでも飛びかかった教諭、重傷を負うも生徒に指一本触れさせず　長時間の手術を乗り越え、教諭が職場復帰　市長が表彰「自分だけの力ではない」称賛の嵐

　市教育委員会は、現行制度の限りで事後処理を行いましたが、十分な対策が取られたとは言えない現状です。

・児童生徒を守って負傷した教職員への補償を最後まで行ってください

　とりわけ、被害者教諭が困惑したのは、公務災害の申請や加害者との話し合いに際して行政から十分な情報提供が行われず、被害者みずから情報収集をしなければならないということでした。

　今後、このような事件が起こらないよう防犯体制を整えるということは言うまでもありません。しかし万が一それが起きてしまったとき、行政からの十分なケアも受けられないまま、独力で事後処理を行うことは、事件後心身共に傷ついた教職員にとって大きな負担となるものです。学校の安全、教職員が安心して勤務できる環境の保障は、豊かでよりよい教育を形成することにつながります。

　2023年、埼玉県南部地域では凶悪犯罪が多発しています。子どもたちや教職員が安心して学び合うため、保護者が安心して子どもたちを学校に送り出すためには、今こそ学校の安全を確保することが絶対に必要です。

・流血の男性、救急車へ…郵便局を襲った強盗、今も逃走中　走る警官「そこ曲がった」　裏手に保育園「怖い」

　戸田市および教育委員会は、子どもの学びを守るため、地域の信頼を守るため、そして子どもたちと教職員の生命と安全を守るために、次のことを実現してください。

 

●請願事項●

1. 学校警備員を現在の単数配置から複数配置とし切れ目のない警備体制を備えること。
2. 学校を狙った犯罪により心身に傷を負った教職員のための相談窓口を設置し、犯罪被害対応から公務災害補償までワンストップの適切なケア体制を整えること。
3. スクールロイヤー制度を、犯罪被害に対しても十分に活用できるよう整備すること。

Please create a system to protect students and faculty from crimes targeting Toda City public schools!

● Purpose of the Petition

　On March 1, 2023, a boy with a knife broke into the Toda City Misasa Junior High School and stabbed a teacher who was protecting the students. The City Board of Education handled the incident to the extent of the current system, but it cannot be said that sufficient measures have been taken to deal with the situation.
　In particular, the victim teacher was confused by the fact that the administration did not provide sufficient information when he applied for official injury compensation or discussed the case with the assailant, and he had to gather information on his own.
　It goes without saying that a crime prevention system must be put in place to prevent such incidents from occurring in the future. However, if such an incident should occur, it would be a great burden for the teachers and staff who have been injured both mentally and physically after the incident to deal with the situation on their own without sufficient care from the administration. Guaranteeing school safety and a safe working environment for teachers and staff will lead to the formation of a richer and better education.
　In 2023, the southern region of Saitama Prefecture is experiencing a high rate of violent crimes. It is absolutely essential to ensure school safety now so that children and faculty members can learn together in a safe environment and parents can send their children to school with peace of mind.

　Toda City and the Board of Education, in order to protect children's learning, to maintain the trust of the community, and to protect the lives and safety of children and teachers, please realize the following.

Petition Items

1. Increase the number of school security guards from the current single-stationed to multiple-stationed to provide a seamless security system.
2. Establish a consultation service for teachers and staff who have been physically or mentally injured by crimes targeting schools, and establish a one-stop, appropriate care system from response to criminal damage to compensation for official accidents.
3. The school lawyer system should be developed so that it can be fully utilized for victims of crimes.
