私たちは「パレスチナの子どもたちを想う名古屋のママの会」（以下、「ママの会」）です。2023年10月以降、イスラエルによるガザへの攻撃により、公式統計だけでも7万100人が死亡（11月29日時点）、その多くが女性や子どもです。さらに医療施設の破壊や物資の遮断による間接的な犠牲を含めると、推計では数十万もの命が失われています。爆撃で身体が粉々にされる恐怖の中、子どもたちは自らの身体に名前を書き残すようになり、親たちは「我が子が人間らしく死ぬことすらできない」現実に直面しています。

このような状況に置かれたパレスチナの子どもたちの側に立つのか、それともイスラエルとその加害構造を支える側に立つのか──私たちは問われています。私たちは迷わず「子どもたちの側に立つ」ことを選び、「自分たちにも何かできることがあるのではないか」と感じ、「ママの会」を立ち上げました[1]。そして、行政や企業に対しても、イスラエルとその加害構造に加担しないよう強く求めています。

 

【イスラエル企業との技術連携やめて！株式会社Prodrone（プロドローン）】

私たちは、株式会社Prodrone（プロドローン、名古屋市天白区 https://www.prodrone.com/jp/ ）が「Aichi-Israelマッチングプログラム」においてイスラエル企業との技術連携を進めていることを知りました[2]。この「Aichi-Israelマッチングプログラム」自体は、すでに市民からの強い批判や議会での追及もあり、2025年内で終了予定となっています[3]。しかし、まだ終了までの間に新たなマッチングが成立する可能性が残されています。2025年のマッチング最終候補に選ばれていた県内企業3社のうち、2社はすでに辞退しています。私たちが繰り返し連携中止を求めてきたにもかかわらず、Prodrone社だけが依然として何の回答も示していません。

 

Prodrone社宛ての申入書の全文は、（ Note記事：https://note.com/mama_for_pal/n/nb21f39300704 ）をご覧ください。私たちはすでにこの申入書をProdrone社に郵送し、回答がない場合は公開書簡として賛同署名を集める旨を伝えています。

 

Prodrone社は「Prevent Disasters, Protect Lives, Provide Communities（災害を防ぎ、命を守り、地域を支える）」という理念を掲げています。私たちはその理念に敬意を表します。しかし、国際司法裁判所（ICJ）はイスラエルに対してジェノサイド阻止の措置を命じ、国際刑事裁判所（ICC）は戦争犯罪で逮捕状を発行しました。国連の独立調査委員会も、ガザでの軍事行動を「ジェノサイド」と正式に認定しています。そのイスラエルで、ドローン技術はガザでの監視や虐殺に使われ、国際社会から厳しい批判を受けています。そのような技術との連携は、理念に反し「命を守る」どころか加害構造の一端を担うことになりかねません。

【イスラエルの国際法違法】

イスラエルのハイテク産業は表面的には「革新的なスタートアップ国家」として評価されていますが、その多くが軍事技術と密接に結びついています。イスラエル国防軍出身者が設立した企業が多く、占領地での監視・封鎖・軍事行動で培われた技術が民間分野に転用される構造が常態化しています。つまり、イスラエルのハイテク産業は「軍事と民間の境界が曖昧な産業」であり、そこで生み出された技術はしばしば国際法違法である占領や封鎖、人権侵害の現場で「実証」されてきました。

 

【Prodrone社が負う責任】

こうした背景を踏まえると、イスラエル企業との連携は単なる技術協力ではなく、国際法違反や人権侵害に間接的に加担する危険性を伴います。国連人権理事会が2011年に採択した「ビジネスと人権に関する指導原則」では、企業は以下の責任を負うと明記されています。

 

•        人権侵害を「引き起こす」「助長する」「直接つながっている」場合、企業は責任を問われる

•        サプライチェーン全体で人権尊重を実施する義務がある

•        人権デューディリジェンス（影響の特定・防止・軽減）と是正プロセスの構築が求められる

 

つまり、企業は「知らなかった」では済まされず、取引先や提携先の活動が人権侵害に関わっている場合、その責任を免れることはできません。イスラエルのハイテク産業が軍事と不可分である以上、そこから技術を導入することは、国際法違反を通じて得られた技術的な成果を正当化し、流通させることにつながります。倫理的責任を果たし、人権侵害に加担するリスクを回避することは、長期的に見ても企業の社会的信頼を守るために不可欠です。

 

私たちは、Prodrone社に以下を強く求めます。

1.           「Aichi-Israelマッチングプログラム」からの即時撤退

2.           イスラエル企業との技術連携の中止

 

この署名は、企業が「命を守る」理念を真に実践し、倫理的責任を果たすよう求める市民の声です。パレスチナ人への迫害・虐殺で開発された技術の導入を止めるために、どうかご賛同をお願いいたします。

We are the “Nagoya Mothers for Palestinian Children” (hereinafter, “Mothers’ Group”). Since October 2023, Israel’s attacks on Gaza have resulted in 70,100 officially recorded deaths as of November 29—most of them women and children. When indirect deaths caused by the collapse of medical services, destruction of infrastructure, and the blocking of essential supplies are included, estimates suggest that the number of victims has reached several hundred thousand. Living under constant fear of being torn apart by airstrikes, children have begun writing their names on their bodies so they can be identified, while parents face the unbearable reality that their children cannot even die with dignity.

At this moment, we must decide whether we stand with Palestinian children, or on the side that supports Israel and its structures of violence. We have chosen—without hesitation—to stand with the children, and founded the Mothers’ Group out of the belief that “there must be something we ourselves can do.” We also urge local governments and companies not to contribute to Israel’s system of oppression.

“Stop Technological Collaboration with Israeli Companies – Addressed to Prodrone Co., Ltd.”

We have learned that Prodrone Co., Ltd. has been advancing technological cooperation with Israeli companies through the “Aichi–Israel Matching Program.” This program itself has already faced strong public criticism and questioning in local assemblies, and is scheduled to end in 2025. However, until the program formally ends, new matches may still be approved. Among the three Aichi-based companies selected as finalists for the 2025 round, two have already withdrawn. Despite our repeated requests for Prodrone to withdraw as well, the company has provided no response.

We have already sent this letter by post and informed the company that, should they fail to respond, we will publish it as an open letter and gather endorsements.

Prodrone states its mission as “Prevent Disasters, Protect Lives, Provide Communities.” We respect this mission. However, the International Court of Justice (ICJ) has ordered Israel to take measures to prevent genocide, the International Criminal Court (ICC) has issued arrest warrants for war crimes, and the UN Independent International Commission of Inquiry has formally recognized Israel’s military actions in Gaza as genocide. In Israel, drone technologies have been used in surveillance and mass killing in Gaza, drawing severe condemnation from the international community. Collaboration with such technologies risks contradicting Prodrone’s stated mission and contributing to structures of violence rather than protecting lives.

Israel’s Violations of International Law

Israel’s high-tech industry is often praised as an “innovative startup nation,” yet many of these technologies are deeply intertwined with the military sector. Numerous companies were founded by former members of the Israeli Defense Forces, and technologies developed through occupation, surveillance, blockade, and military operations have routinely been transferred to the civilian market. In other words, Israel’s high-tech sector operates within a system where the boundary between military and civilian technologies is blurred, and much of its innovation has been “field-tested” in contexts involving occupation and human rights violations.

Responsibility of Prodrone Co., Ltd.

Given this background, collaboration with Israeli companies is not merely a matter of technological cooperation—it carries a serious risk of contributing, even indirectly, to violations of international law and human rights. The UN Guiding Principles on Business and Human Rights (2011) clearly state that companies bear the responsibility to:

• Avoid causing, contributing to, or being directly linked to human rights abuses
• Ensure respect for human rights throughout their supply chains
• Implement human rights due diligence (identification, prevention, mitigation of risks) and establish remediation processes

In other words, companies cannot excuse themselves by claiming ignorance. When a business partner is involved in human rights violations, responsibility cannot be avoided. Given that Israel’s high-tech industry is inseparable from its military system, importing such technologies risks legitimizing and disseminating innovations developed through violations of international law. Fulfilling ethical responsibilities and avoiding involvement in human rights abuses are essential for maintaining long-term social trust.

We Strongly Request That Prodrone Co., Ltd.:

Immediately withdraw from the “Aichi–Israel Matching Program”

Halt all technological collaboration with Israeli companies

This petition represents the voices of citizens calling on companies to truly uphold their stated mission of “protecting lives” and to act responsibly. We ask for your support in stopping the introduction of technologies developed through the persecution and mass killing of Palestinians.
