I, the undersigned citizen and aggrieved homebuyer, urgently bring to your notice a large-scale, multi-crore housing scam in Ambernath, Maharashtra, involving Mohan Nano Estates, Mohan Suburbia, Mohan Galleria, and Poddar School, developed by M/s Mohan Lifespaces LLP. This scam has been facilitated by deliberate acts of omission and commission by public officials, banks, and regulatory authorities, defrauding thousands of homebuyers.

 
1. Builders and Township Projects under Question

Key Individuals Involved:

Architect: Thorat Mathew and Associates – responsible for fraudulent designs and approvals

Sales Manager: Prashant Rai – sold flats on fraudulent CC/OC and misleading RERA registrations
 
2. Fraudulent Approvals & Collusion by Municipal Officers
The above projects were sanctioned and constructed on fraudulent Commencement Certificates (CC) and Occupancy Certificates (OC) issued by Ambernath Municipal Council officers:

Chief Officers: Bhalchandra Gosavi, Shridhar Patankar, Devidas Pawar, Prashant Rasal
Town Planners: Vivek Gautam, Prakash Muley, Vidyasagar Chavan
 
3. Environmental and NGT Violations
The township projects and Poddar School involved illegal hill cutting and destruction of natural mountains, executed without valid Environmental Clearance (EC) or approval from the National Green Tribunal (NGT). Despite prior violation notices, the projects continued, causing irreversible environmental damage.

 
4. Banking Frauds & Violation of RBI Norms
HDFC Bank and other reputed private and public sector banks sanctioned home loans for these projects based on fraudulent CCs and OCs, in clear violation of RBI lending guidelines and prudential norms. This constitutes systemic banking fraud and money laundering, affecting thousands of homebuyers.

5. Fraudulent Housing Society Registrations
The Ambernath Cooperative Housing Registrars – Suresh Adhare and Ramchandra Lokhande illegally registered cooperative housing societies of the said projects on fraudulent CCs and OCs, despite legal bars on registering societies without genuine approvals.

 
6. Failure of Regulatory & Investigative Agencies
Despite multiple complaints filed by Palvinder Singh affected homebuyers:

MahaRERA: Chairman Manoj Saunik dismissed complaints with biased orders favoring the builder
Thane Crime Branch (Wagle Estate): API Avinash Mahajan, Sr. Inspector Vikas Godke, DCP Shivraj Patil – ignored complaints
Thane EOW: Officers Shruti Shinde, Dhattray Bhapkar, DCP Parag Manere – closed cases without investigation
Ambernath Police Station: Inspector Amar Nalavade, Kishore Shinde, Sr. PI Jagannath Kalaskar, Sr. PI Balaji – failed to investigate
Vikhroli Parksite Police Station: Vijay Gole, Pushpraj Salunke – ignored banking fraud complaints
Thane Police Commissioner Ashutosh Dumbre: No corrective action despite escalation
 
7. Government Authorities Informed but Inaction
The scam has been escalated to:

Chief Minister of Maharashtra – Shri Devendra Fadnavis
Deputy Chief Minister & Housing Minister – Shri Eknath Shinde
Housing Department and other regulatory authorities
Yet, no effective action has been taken to protect thousands of cheated homebuyers.

 
8. Prayer for Relief
In light of the above, I request urgent intervention and suo-motu cognizance, similar to the KDMC, Vasai-Virar, Dombivli, and Thane scams, and demand:

Immediate FIR against Mohan Lifespaces LLP partners, Ambernath Municipal Council officers, Town Planners, Bank officials, Architect Thorat Mathew & Associates, Sales Manager Prashant Rai, and Cooperative Housing Registrars involved
Judicial Inquiry / SIT investigation into the entire fraud
Suspension & prosecution of errant government officers who issued fraudulent approvals
RBI and SEBI investigation into banks sanctioning loans on fraudulent CC/OC
Cancellation of RERA registrations obtained on fraudulent CC/OC
Protection and justice for thousands of cheated homebuyers
 
Conclusion
This is not a case of isolated fraud, but a systemic housing, banking, and regulatory scam that has affected thousands of citizens. Urgent judicial intervention is necessary to protect consumer rights, uphold rule of law, and ensure justice.
