Thanks for your feedback. This message was written with a completely different objective. We had a few owners that were taking it upon themselves to enforce rules. So, the intent was to ask owners not enforce rules on their own, but instead to notify staff. However, given your feedback we reread the message and agree with your perspective. As a result we have removed the message altogether.
