An open letter from the Ukrainian music community against the discrimination of the rights of Ukrainian musicians around the world in response to a statement by the World Federation of International Music Competitions.

At all times, music has been and is a mouthpiece of human freedom. It is widely known about the difficult participation of composers in the twentieth century, who were not able to fully create due to the political situation in the country. We all know about the difficult fate of Russian composer Dmitry Shostakovich, but not everyone knows about Ukrainian composers, whom the Soviet regime even more firmly held in check and did not allow Levko Revutskyi, Mykola Leontovych, and many others to create. The current situation in Ukraine is a war. And the war crimes of the Russian Federation against the Ukrainian people are the genocide of the Ukrainian people.

Hundreds and thousands of people, including musicians, die every day on the streets of Mariupol, Sumy, Chernihiv, Kyiv, and many other cities. The total evacuation of women and children from these regions makes it possible to save their lives and stay in refugee camps, but without their musical instruments, it makes it impossible to prepare for competitions and interrupts the learning process. And in addition, all Ukrainian men between the ages of 18 and 60, without exception, are required by law to remain in the country and assist in the fight against the aggressor. Including young musicians - pianists, cellists, double bassists, who prepared and practiced for international competitions; including adult musicians - brilliant violinists, clarinetists, vocalists, who cancel their contracts and cancel tens of thousands of concerts in some places, remaining without means of subsistence; these are mature musicians-teachers known all over the world - horns, viola players, flutists and many others who are forced to hide from the shelling of the bomb shelters of music schools and conservatories. So - the art of music is not out of politics! The Ukrainian people are courageous and indomitable - we know that the truth is behind us and we will go to the end to victory! However, we will not allow discriminating against the rights of Ukrainians!

Condemnation of Russian aggression and support for Ukraine is a voluntary but unconditional sign of culture and intelligence. A large number of cultural institutions - philharmonics, operas, and theaters - express their support and limit the participation of Russian artists who support the policy of Russian false propaganda. And the leading institutions of Europe for some time limited their repertoire to exclude works by Russian composers.

We are convinced that there are a large number of conscious intelligent people among the Russians who strongly condemn the war and are ready to show solidarity with the Ukrainian people, respecting and accepting the new rules - the same for all nationalities. Realizing this difficult situation, we appeal to the World Federation of International Music Competitions to postpone key music competitions such as Van Cliburn, Queen Elizabeth, Santander, and others until the situation in Ukraine stabilizes so that Ukrainian musicians can participate. And also to limit the participation of Russian musicians in competitions by obliging them to declare in writing the condemnation of the ruling regime of the Russian Federation - to make the received information publicly available.

We ask you not to be indifferent and to understand the most difficult and terrible world tragedy of the XXI century.

У всі часи музика була і є рупором свобод людини. Широко відомо про тяжку участь композиторів в ХХ столітті, котрі не мали змоги повноцінно творити через політичну ситуацію в країні. Ми всі знаємо про складну долю російського композитора Дмитра Шостаковича, проте не всі знають про українських композиторів, котрих радянський режим ще міцніше тримав затиснутими в клешнях і не дозволяв творити Левку Ревуцькому, Миколі Леонтовичу та багатьом багатьом іншим. Ситуація, що зараз відбувається в Україні - це війна. А воєнні злочини Російської Федерації проти українського народу -  це геноцид українського народу. 

Щодня на вулицях Маріуполя, Сум, Чернігова, Києва та багатьох інших міст гинуть сотні і тисячі людей, в тому числі і музиканти. Тотальна евакуація жінок і дітей з цих регіонів дають можливість врятувати їхні життя та перебування у таборах для біженців і без своїх музичних інструментів унеможливлює підготовку до конкурсів та перериває процес занять. А на додачу усі без винятку чоловіки України у віці від 18 до 60 років зобов'язані законом залишатися в країні та допомагати у боротьбі із агресором. В тому числі і молоді музиканти - піаністи, віолончелісти, контрабасисти, котрі готувалися і практикувалися в підготовці до міжнародних конкурсів; в тому числі і дорослі музиканти - блискучі скрипалі, кларнетисти, вокалісти, котрі відміняють свої контракти і скасовувати десятки тисяч концертів подекуди залишаючись без засобів до існування; це і зрілі музиканти-педагоги відомі в цілому світі - валторністи, альтисти, флейтисти та багато багато інших, котрі змушені ховатися від обстрілів в бомбосховищах музичних шкіл та консерваторій. Відтак - музичне мистецтво не поза політикою! Український народ мужній і незламний - ми знаємо, що правда за нами і йтимемо до кінця до перемоги! Проте дискримінувати права українців не дозволимо! 

Засудження російської агресії та висловлення підтримки Україні є добровільною, проте безумовною ознакою культури та інтелігентності. Велика кількість культурних інституцій - філармоній, опер та театрів висловлюють свою підтримку і обмежують участь російських артистів, що підтримують політику російської брехливої пропаганди. А провідні інституції Європи на певний час обмежили свій репертуар виключаючи з нього твори російських композиторів.

Впевнені, що серед росіян є велика частина свідомих інтелігентних людей, котрі гостро осуджують війну та готові солідаризуватися із українським народом поважаючи і приймаючи нові правила - однакові для усіх національностей. Розуміючи таку складну ситуацію звертаємось до Всесвітньої федерації музичних конкурсів із вимогою перенести проведення ключових музичних конкурсів, таких як Van Cliburn, Queen Elizabeth, Santander та інших аж до стабілізації ситуації в Україні для того, щоб українські музиканти змогли взяти участь. А також обмежити участь російських музикантів в конкурсах зобов'язуючи їх письмово декларувати осуд правлячому режиму РФ - отриману інформацію зробити загальнодоступною. 

Просимо не бути байдужими і з розумінням поставитися до найскладнішої та найстрашнішої світової трагедії ХХІ століття.
