We, the undersigned residents and concerned members of the public, call upon all Local Planning Authorities to:

Refuse, defer, or impose stringent pre-commencement conditions on any planning application submitted by Mr Lee Evans, or by any company under his ownership, directorship, or control—including but not limited to:

Evolution Homes
Langton Evans & Walker Ltd
Evolution Projects (Midlands) Ltd
Or any current or future company within the “Evolution” group or associated trading entity
…until all outstanding planning obligations and infrastructure works at existing developments—particularly at developments in North Est Derbyshire, including Northfield Estate in Shirland, Williamthorpe Road Estate in North Wingfield and Copper Beeches in Tupton —are completed to the satisfaction of the relevant authorities.

Key Concerns

Northfield Estate (NE Derbyshire):

Incomplete S278 drainage and junction works
Inoperative or absent street lighting
Unfinished private drives and public footpaths
No final road surfacing or highway adoption

Pattern of Conduct:

Repeated commitments to complete works not honoured
Evidence of new planning applications submitted while earlier sites remain unresolved
Communications with residents and officers have been inconsistent and, at times, unprofessional
Public Risk & Planning Precedent:

Council officers and local taxpayers risk bearing the burden of completing unfinished developer obligations
Approval of new applications rewards non-compliance and may set a dangerous precedent
 
✅ We Ask That Councils:

Suspend or refuse planning applications by Lee Evans or associated entities until all outstanding works are certified as complete and adopted.
Require formal bonds or financial guarantees on any future approvals to ensure delivery of infrastructure.
Recognise repeated failure to complete works as a material planning consideration under the National Planning Policy Framework.
