To make a false statement under Licensing Act is a criminal offence. On 7th August 2015 Wigan Council wrote to me and said :- "I do not consider that Licensing Officers have tried to assist the owner to bypass the planning process. The Licensing Section had acted upon the information they had at the time. The officer involved with this case was not aware of the intention to use the function room specifically as a nightclub. If the Licensing Section are aware that planning permission is required then they do advise the applicant of this." On Friday 18th September I received a telephone call from Greater Manchester Police who confirmed Wigan Council were informed on the 2nd June of the owners intentions to open a nightclub. The license was issued on the 15th June. To date :- Petitions total = 635 signatures of support. We are aware of a minimum of 65 formal objections sent to Wigan Council. Many more have been sent.
