The Issue

UPDATE: AS OF 5/26/26, GFL ENVIRONMENTAL HAS ANNOUNCED THAT THEY HAVE DECIDED NOT TO PUT A TRANSFER FACILITY IN HAYES TOWNSHIP.  THIS IS GREAT NEWS.  

 

There's a NEW Waste/Recycling Transfer Facility proposed to be built on the north end of Harrison Michigan in Hayes Township near the Clare County Airport. The facility will be run by GFL Environmental.  The exact location for the facility is the wooded lot between Steetly Outlet and GFL Environmental.

 

The Clare County Commissioners and Hayes Township Board have already signed letters of support for this project.  

 

Residents are concerned that this facility may bring odor, noise, and increased traffic to the area, as well as contaminate ground water.  

 

GFL Environmental wants to build an enclosed facility to minimize odor.  They have also been very kind to have conversations with concerned citizens. However, reports from people that live near similar facilities as well as research into these types of TRANSFER FACILITIES indicate that there will always be some level of odor and noise.  

 

We have pristine wilderness and wildlife in our area and the air smells clean.  We have a lot of outdoor businesses near the proposed facility, such as a Flea Market, an airport that hosts events, a bar with an outdoor deck,  and a bus transit center.  This area is also surrounded by several densely populated neighborhoods.  We want to make sure this facility does not decrease our quality of outdoor life here.  We rely on tourism in the summer.  TRANSFER FACILITIES are known to have increased odor when the weather is warm.

 

Putting such a facility near densely populated neighborhoods and commercial areas is not in the best interests of the community.  We, the residents and visitors of Hayes Township, Harrison, Michigan and surrounding areas strongly oppose such a facility in this location.  We call on our local elected officials to hear the people and rescind their support for this facility.

We are aware of the petition regarding the proposed waste transfer facility in Hayes Township and understand that residents have concerns. At this time, it is important to clarify that no final decisions have been made. The current step is only an initial exploration to determine whether such a project is feasible for Clare County. This early-stage process is part of a broader effort to evaluate how the County can meet the requirements of Michigan’s new Materials Management Plan, which includes improving access to recycling and modernizing waste management systems. Clare County currently does not have a centralized recycling facility, and any potential project would aim to address that gap while considering cost, environmental impact, and community input. If the project were to move forward beyond feasibility, there would be multiple opportunities for public engagement, input, and formal review before any approvals or development could occur. Community feedback is an important part of that process, and we are committed to transparency as information becomes available. At this stage, no site has been approved, and no construction or implementation decisions have been made.
