لقد فاضت جزيرتنا الحبيبة البحرين بالحيوانات المهملة من الكلاب والقطط حتى كدنا لا نخرج من بيوتنا إلا ورأينا كلبا ضالا متعبا أو قطة مرمية جائعة، ولم تعد مجموعات الإنقاذ المحلية قادرة على استيعاب الأعداد المهولة والمتزايدة بشكل مستمر من الحيوانات المهملة التي تحتاج إلى رعاية صحية ومنزل آمن.

فمن جهة، أصبحت المتاجرة بالحيوانات طريقة سريعة لكسب المال، فيحبسها صاحبها تحت ظروف غير إنسانية  أو صحية ثم يمرض الحيوان أو يمل صاحب التجارة فيرميها في الشارع أو في الممشى أو حتى البر!

  ومن جهة أخرى، اقتناء الحيوانات بلا أي نوع من الالتزامات فقط للهو واللعب جعل من القطط والكلاب هدايا للأطفال يلعبون بها ثم يملون أيضا، فترمى بعد بضعة أشهر في الشارع لتموت موتا بطيئا أو تدهس بالسيارات.

منظر الحيوانات الضالة الذي أصبح في كل مدينة وقرية وشارع منظر غير حضاري لا يليق بمملكتنا، ومعاناتهم لا يرضاها ديننا ولا تقبلها عاداتنا من الرحمة والطيب. 

 نحن محبو الحيوانات نطالب بوضع أنظمة وقوانين وخدمات جديدة تقنن بيع واقتناء الحيوانات كحل جذري، قامت بتطبيقها العديد من الدول ونجحت في الحد من معاناة الحيوانات لديهم، مثل: 

1. منع المتاجرة بالحيوانات إلا بعد الحصول على ترخيص من الحكومة ويتم القيام بحملات تفتيشية على كل من يحمل رخصة بيع للحيوانات للتأكد من الظروف التي تعيش تحتها، وإعطاء البائع عقوبة إذا وجد هناك إهمال بحياة وصحة الحيوانات. 
2. تقليل عدد تراخيص بيع الحيوانات للتشجيع على التبني بسبب الأعداد الهائلة من الحيوانات بلا مأوى التي تبحث عمن يتبناها.
3.  منع عرض الحيوانات للبيع أو التبني إلا بعد أن يتم تعقيمها حتى لا تستخدم للتجارة مرة أخرى.
4. تسجيل  كل حيوان يعرض للبيع أو التبني في قاعدة بيانات حكومية عبر شريحة الكترونية تحفظ معلومات صاحبه ليتم التواصل معه إذا عثر على الحيوان خارج منزله
5. إعطاء من يقوم برمي الحيوانات أو بيعها بلا رخصة غرامة مالية
6.  تحديد وتقنين نوع الكلاب التي يمكن بيعها في البحرين وفقا لطبيعة الكلب والبيئة الملائمة له. مثالا على ذلك نوع الهاسكي الذي لا تلائمه البيئة الحارة وقد أصبحنا نراه مرميا في كل أرجاء المملكة.
7. تكوين خدمة الكترونية أو رقم هاتف لإنقاذ الحيوان الذي يمكن التواصل عبره لإنقاذ الحيوانات عندما يتم العثور عليها
8. التعاون الحكومي مع جمعيات الإنقاذ الموجودة وإعطائها الدعم المادي اللازم للقيام بعملها الضروري.  
9. تمويل هذه الخدمات عن طريق رسوم سنوية لتسجيل الحيوان سواء للبائعين أو مالكي الحيوانات، وغرامات لكل من يقوم بتربية وبيع القطط والكلاب بلا ترخيص، أو يقوم برميها.
10.  يتم مراجعة أي قانون ونظام متعلق بحقوق الحيوان عن طريق  فريق من البيطريين والمنقذين المحليين لإعطاء التوصيات على قوانين حقوق الحيوان الحالية والجديدة

لقد أصبح حال الحيوانات في بلدنا مرديا ولا يمكن السكوت عنه، وإن لم نضع قوانين جديدة فلن تزداد المشكلة إلا سوءا.

English translation:

Our beloved island Bahrain is overflowing with neglected cats and dogs to the point where we can't leave our houses without seeing a tired, stray dog or an abandoned hungry cat, and our local animal rescue groups can no longer absorb the overwhelming and ever-increasing number of neglected animals in need of medical attention and a safe home.

On the one hand, breeding animals has become a quick and easy way to make money. Unqualified breeders keep dogs and cats under inhumane conditions and then once they get bored or the animal is no longer fit to reproduce, these breeders toss out the animals in the street, or the walkway, or even in the desert!

On the other hand, obtaining animals for entertainment without any sense of commitment has made kittens and puppies temporary gifts for children, who play with them until they're no longer entertained by them, and then we find these animals out on the streets dying a slow death, or run over by cars.

The sight of neglected and suffering animals in every city, town, and street is not befitting of our great Kingdom, and the suffering these animals endure goes against our religious beliefs and our culture of kindness and mercy.

We, animal lovers in Bahrain, demand the implementation of new laws and systems to protect animals that have been implemented in other countries and have resulted in ending their suffering, such as:

1. A complete and total ban on animal breeding unless by permit, with periodic inspections being done for each breeder to ensure that the animals are kept in humane and healthy condition.
2. Limiting the number of permits to encourage adopting due to the substantial number of animals in Bahrain that are filling our shelters and streets in search of a home.
3. Mandating that animals being sold or adopted must be spayed/neutered, to prevent the use of the animal for breeding.
4. Creation of a national database to register each purchased and adopted animal via a microchip so that the information of its owner is kept in case the animal is lost.
5. The implementation of new heft fines in case an animals is abandoned by its owner or is neglected.
6. Setting laws regarding the kinds of dog breeds that are allowed into the Kingdom. For example, huskies are dogs suitable for cold climates and do not thrive in our hot weather, and we see them as strays all over the island.
7. The creation of an electronic service or national hotline that can be called when an animal is in need of rescue.
8. Cooperating with local animal rescues financially and otherwise to support them in their noble mission of saving animals.
9. These services can be funded by implementing a yearly registration fee for animal owners (with much higher fees on breeders), as well as fines for anyone found selling animals without a permit, as well as those who abandon animals or abuse them.
10. Any laws and systems implemented would be reviewed by a team of veterinary doctors and local animal rescuers to provide insights and point out potential shortcomings.

The situation can no longer be ignored, and if we don't change our laws now more animals will suffer.
