Dear Commissioners,

We, the undersigned, support the §1043 rule-making petition submitted by  Patricia from NYC  that claims  illegal harvesting from Michael Jackson staff / unscrupulous medical providers while he was on NYC  city tour.  The petition is meant to address concealed medical harm and unlicensed cross-state care during high-profile events in New York City.

*Why we’re signing:*
1. *Concealment is real*: Victims given controlled substances cannot discover illegal procedures like egg harvesting until years later. Time limits should not protect those who hide evidence.
2. *No loopholes*: If a doctor treats someone in NYC, New York State should have jurisdiction — period.
3. *Basic accountability*: Event producers should disclose private medical teams, just like they disclose security and pyrotechnics.
4. *Human rights*: Every New Yorker deserves the right to their medical truth and to protect their biological children from exploitation.

The petitioner’s case shows what happens when artists’ judgment is impaired by unethical doctors and victims are left without recourse. We ask the City to act so this doesn’t happen to another person.

We request:
- Publication of the draft rule in the _City Record_ with 60-day comment
- Public hearings in each borough with advance notice of time, place, and livestream
- Mayoral review before final adoption

Human rights are not up for debate. Transparency is the minimum standard when fame, medicine, and money intersect in our city.
