Clean water shouldn’t be a luxury, but in Humphrey, AR, it is. For decades, the small town has struggled with outdated pipes, leaky lines, a dysfunctional water treatment facility, and water that ranges in color from pale urine to brown gravy. With no revenue, the city can’t fix the problems. To repair and update, it takes money the city just doesn’t have. 
To be awarded a DRA grant would mean clean water to drink, cook with, bathe in. It would change the lives of everyone in town, and provide a light at the end of a very dark tunnel.
