I was just made aware of the proposed changes to SB 5257:
Section 1 (8):
16 (8) "Female genital mutilation" means circumcision, excision, or
17 infibulation of the whole or any part of the labia majora, labia
18 minora, or clitoris that is performed for nonmedical reasons on any:
19 (a) Patient under the age of eighteen; or
20 (b) Nonconsenting patient age eighteen or older.
Section 2 (28):
3 (28) Performing female genital mutilation.
Must I remind the representatives of the 14th Amendment of the United States Constitution:
"No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States" and "nor deny to any person within its jurisdiction the equal protection of the laws."
Providing protection of females without protecting those who are not female violates this amendment.
