Under the Clean Air Act (CAA) the United States Environmental Protection Agency (EPA) regulates air pollutants, including emissions form aircraft, to protect public health and the environment. The CAA addresses aircraft emissions under Title II which sets standards for mobile sources, including jet engines, focusing on pollutants like carbon monoxide, nitrogen oxides, and particulate matter. Contrails, being primarily water vapor, are not classified as pollutants under the CAA, and thus their formation is not regulated as a violation. The EOA and other scientific bodies, including NASA and NOAA, have consistently stated that there is no evidence of a secret program dispersing chemicals VIA AIRCRAFT, as alleged in the chemtrail narrative. Programs that are intentionally releasing chemicals into the atmosphere are violating the CAA. Proving this has been difficult so far.
