Black Rock Dog Park accessibility

Black Rock Dog Park accessibility
The Issue
We the residents of Croton and Non-resident school district community members seek the following:
To ensure Black Rock Dog Park remains where it is.
To increase the hours of Black Rock Dog Park to match those of Black Rock Park proper.
To allow school district residents access to Black Rock Dog Park.
To cease harassment of users of Black Rock Dog Park by neighbors.
Black Rock Dog Park is the only viable location for a dog park given that it is Shaded, appropriate in size, and has access to water. We the users and other community members cannot see another location where an adequate Dog Park meeting those criteria can be established.
Given that Black Rock Park proper allows leashed dogs from 8-8 it makes no sense that the fenced in Dog Park has such restrictive hours. We propose that the dog park hours match that of the park proper.
Following the example of Ossining we wish to allow residents of the school district access to BRDP for a fee of $50 per anum and providing their dogs are registered with their municipality.
We wish to enjoy the use of BRDP without the harassment of the neighbors. The constant threats and frivolous use of the local P.D. makes many feel unsafe. Females have been screamed at and intimidated by the neighbors on numerous occasions.
We wish this harassment to cease. We have a right to recreate without fear.
