Dear [HOA Board Members/President],

We, the undersigned homeowners of Village 2, respectfully submit this petition requesting at least a 25% reduction in HOA fees due to financial concerns and a lack of clear justification for current fee levels. We also formally request a special meeting of the HOA as permitted under Article 2.3 of the Bylaws. Given that more than 25% of voting homeowners support this request, the HOA board must schedule a meeting within 65 days as required by our governing documents.

Reasons for Our Request:

  1. Financial Burden: The current HOA fees have become unsustainable for many homeowners due to rising living costs and economic challenges.

  2. Lack of Transparency in Budget Allocation: The financial reports provided by the HOA do not adequately explain variances in spending, future financial planning, or collection strategies for delinquent accounts.

  3. Reduced Services/Amenities: Despite continued high fees, certain amenities and services have been reduced or are not being properly maintained.
  4. Budget Inefficiencies: Potential overspending or financial mismanagement may be leading to unnecessarily high fees. A review of expenditures and cost-saving strategies is necessary.

  5. Alternative Funding Options: The HOA should explore alternative revenue sources rather than relying solely on increasing homeowner dues.

Requested Actions:

  • Provide a detailed financial breakdown for 2024 expenses, including explanations for budget variances and the status of delinquent accounts as outlined in the 2024 budget discrepancy analysis.

  • Conduct a thorough review of the current budget and identify opportunities for cost reduction while maintaining essential services.
  • Hold a community vote to determine whether to retain or remove amenities that are underutilized or no longer in use.

  • Amend the CCRC’s to require at least a 60% majority vote for approval of projects and improvements exceeding $10,000, including pending projects.

  • Implement at least a 25% reduction in HOA fees while ensuring essential services are maintained.

  • Establish a 3% annual cap on fee increases, requiring homeowner majority vote for any increases beyond this limit.

  • Schedule a special meeting within 65 days to discuss these concerns, per HOA Bylaws Article 2.3.
