

Japan and the United States government should disclose information regarding the Unit 731
The Issue
Japan and the United States government should disclose information regarding the Unit 731, also known as the biological warfare unit!
According to the international law, irrespective of any legal proceedings, victims have the imprescriptible right to know the truth about the circumstances, and the State have duty to preserve archives and other evidence concerning violations of human rights and humanitarian law and to facilitate knowledge of those violations.
( 「Set of Principles for the Protection and Promotion of Human Rights through Action to Combat Impunity」 Principle 3 and 4)
The State’s duty does not simply mean the obligations regarding individual victims.
The State has the duty to remember as a group to prevent repetition of serious violations of human rights.
Japan committed anti-humanitarian crime through the Unit 731 between 1940 and 1942.
The Unit 731 is a biological warfare unit that killed at least 10,000 casualties by spraying plague virus midair or releasing the cholera bacteria into the wells.
They conducted inhumane biological experiments to make these biological weapons.
This is an anti-human rights crime, a serious human rights violation committed in the name of the State during the war.
However, after Japan’s defeat, Japan has abandoned its obligation to remember the crimes against human rights.
To be more precise, Japan chose to thoroughly cover up the traces of crime.
Instead, Japan handed over the biomedical research results to the United States government, and was promised to overlook the brutality of Unit 731, and not a single member of the Unit 731 was stood at the court for war-crimes trial.
Even though testimonies and photos of victims and participants have been released, the Japanese government still denies the existence of human experiments, and they claim that they have no obligation to disclose related information.
The Japanese government committed anti-humanitarian crimes against international human rights law, and has the duty to disclose relevant information and preserve archives under the provision of 「Set of Principles for the Protection and Promotion of Human Rights through Action to Combat Impunity」
Accordingly, VANK request the Japanese government to disclose related information regarding the Unit 731, and to meet their duties to preserve.
We also demand the United States government to reflect on the concealed actions that aided and abetted the anti-human rights crimes, and to urge Japan to disclose information as follows:
First, the Japanese government should disclose information on the Unit 731.
Second, the Japanese government, with all its duties to preserve, should register the information related to the Unit 731 in the textbooks to provide proper history education.
Third, the United States government should urge Japan to disclose relevant information.

731부대는 세균전 부대로, 페스트균을 상공에서 살포하거나 콜레라균을 우물에 풀어 1만여 명의 사상자를 냈습니다.
이러한 생물학 무기를 만들기 위해 비인간적인 생체실험을 진행하였습니다.
이는 전쟁 중에 국가의 이름으로 자행된 중대한 인권 침해인 반인권적 국가범죄입니다.
하지만 일본 패망 후, 일본은 반인권범죄를 기억할 의무를 저버렸습니다.
더 정확히 말하면 철저히 은폐하는 길을 택하였습니다.
미국에 생체실험 연구 성과를 미국에 넘겨주는 대신 일본은 731부대 만행은 눈감아준다는 약속을 받았고, 731부대 가담자 중 단 한 명도 전범 재판을 위한 법정에 서지 않았습니다.
희생자들과 가담자들의 증언, 현장 사진이 나오고 있음에도, 일본 정부는 여전히 인체실험 존재를 부정하며, 일본 정부는 관련정보를 공개할 의무가 없다고 주장합니다.
일본정부는 국제법적으로 반인권범죄에 해당하는 범죄를 저질렀고, 「인권침해자의 불처벌에 대한 투쟁을 통해 인권을 보호하고 신장하기 위한 원칙들」에 의거하여 관련 정보를 공개하고 기억할 의무를 부담합니다.
