Repair Railway Infrastructure on Western Avenue and Pershing Road in Chicago

The Issue

The goal of this petition is to repair/replace the viaduct from 39th, also known as Pershing Road that extends from Western Avenue to Western Boulevard in Chicago. This steel structural design has supported tons of freight train loads above residential traffic for over 100 years. Having been established around 1900, who is to say a different design would withstand years of all that this one has endured? Including years of extreme Chicago winters and heavy rainfall. The wear and tear is much more prominent today with massive amounts of visible rust, bending and separation of the steel at the base of the columns. 
Although it is difficult to determine which entity would have more of an impact on implementing the necessary improvements and upgrades that these viaducts/railway structures need. It is clear that there aren’t CTA trains present. They actually have a separate railway above said structure. These are CSXT/BOCT, and NS railroad lines.
I would like to bring this to the attention of the Department of Transportation in Chicago. I assume they would have to collaborate with the US Department of Transportation: Federal Railroad Administration. Perhaps even the Illinois Commission of Commerce.

The negligence of this structural maintenance over the course of years is apparent. Substantial traffic passes through there every day. Let us not wait for fatalities of hundreds of people as a result of negligence be our motivation to restore what is clearly in need of restoration today. I hope this is escalated to the appropriate department so that this issue can be resolved before anything detrimental occurs. Thank you very much for your time.


On a separate yet related note, street level accidents do happen here quite frequently. The crashes have occurred because as I have previously explained to two Aldermen in the vicinity… 

Eastbound traffic turning south on Western Boulevard goes into a different lane beneath the overpass to execute their turn. Their right of way is not made clear to Westbound traffic. There needs to be a sign that Westbound traffic sees on the overpass that says .. YIELD to (Eastbound) turns, with an arrow located atop the overpass.. (An upside down arrow pointing left that you see from the East side of the Street), or.. Better yet, a signal light specifically for Eastbound traffic turning South.. As well as one for Westbound traffic turning South on Western Ave. This would greatly prevent any future collisions..
