PETITION ON THE DETERIORATING CONDITION OF THE Namelok–OLOISHOBOR–KIMUKA ROAD
TO: THE HONOURABLE MEMBER OF PARLIAMENT
KAJIADO WEST CONSTITUENCY
1. PREAMBLE
The Namelok –Oloishobor–Kimuka Road, particularly the Kimuka–Oloishobor section, is more than a transport route; it is a lifeline for our community.

The road connects residents to their homes, schools, workplaces, markets, health facilities, businesses and other essential services. It also supports the movement of agricultural and livestock products and provides important connectivity for communities within and around Kajiado West.

The Ngong Municipality Integrated Development Plan 2024–2025 identifies the Namelok–Oloishobor–Kimuka Road as a Class C (Primary) Road, recognising its importance within the local road network.

We, the residents and regular users of this road, respectfully petition the Honourable Member of Parliament for Kajiado West Constituency to urgently engage and lobby the Kenya Rural Roads Authority (KeRRA), together with other relevant Government authorities, to address the deteriorating condition of the road and improve its drainage infrastructure.

This petition is made in good faith and seeks a practical, sustainable and timely solution to a road whose condition increasingly affects the safety, mobility, livelihoods and access to essential services of the communities that depend on it.

 
2. THE CURRENT CONDITION OF THE ROAD
The Namelok–Oloishobor–Kimuka Road has progressively deteriorated, with several sections becoming increasingly difficult to use.

A major concern is the inadequate drainage infrastructure along vulnerable sections of the road. During heavy rainfall, water accumulates and flows along or across the road, resulting in mud, erosion and further deterioration of the road surface.

The challenge is therefore not simply the condition of the road surface. Adequate waterways, drainage channels and culverts are equally important to keeping the road passable and protecting it from further damage.

Without proper drainage, grading and gravelling may provide only temporary relief, as water will continue to undermine the road surface and accelerate deterioration.

This concern becomes particularly urgent ahead of periods of heavy rainfall, when already vulnerable sections can become difficult or unsafe for vehicles, motorcycles and pedestrians.

 
3. HOW THE ROAD CONDITION AFFECTS OUR COMMUNITY
The deteriorating condition of the road has direct consequences for residents and other road users.

It contributes to:

Difficult and unsafe movement for motorists, motorcycle riders and pedestrians;
Increased vehicle and motorcycle repair and maintenance costs;
Longer travel times and higher transport costs;
Disruption of public and private transport services;
Difficulties for pupils and students travelling to and from educational institutions;
Delayed access to health facilities and emergency services;
Difficulties transporting agricultural and livestock products to markets;
Reduced access to customers and markets for local businesses and traders;
Challenges for residents travelling to workplaces and accessing essential services; and
Loss of time, income and economic opportunities for households that depend on reliable road access.
For many residents, this is not simply an inconvenient road. It is the route through which people earn a living, take their children to school, access healthcare, conduct business and connect with the wider community.

 
4. IMPORTANCE TO EDUCATION AND SKILLS DEVELOPMENT
The road corridor also supports access to Kajiado West Technical & Vocational College, an important institution providing technical and vocational education and training in the area.

The College states that it is easily accessed through the Ngong–Kimuka–Kesamis road and has grown from an initial intake of 44 students to more than 200 students.

The condition of roads within this corridor therefore has implications for students, trainers, staff, visitors and service providers who depend on reliable road connectivity to access the institution.

Reliable road access is important not only for individual residents but also for education, skills development and the wider socio-economic development of Kajiado West Constituency.

 
5. DRAINAGE MUST BE PART OF THE SOLUTION
We particularly appeal for drainage to be treated as an essential part of any road improvement intervention.

Grading and gravelling without adequate drainage will not provide a lasting solution.

We therefore request that any intervention considers, as technically appropriate:

Proper waterways;
Drainage channels;
Culverts;
Measures to control surface runoff;
Protection of erosion-prone sections; and
Appropriate maintenance of both the road and drainage infrastructure.
The specific engineering design and technical requirements should be determined by KeRRA and other competent road authorities following a proper technical assessment.

 
6. OUR REQUEST FOR URGENT ACTION
We respectfully request the Honourable Member of Parliament to:

A. ENGAGE AND LOBBY KERRA
Engage and lobby KeRRA and other relevant Government authorities to undertake a technical assessment of the Namelok–Oloishobor–Kimuka Road, particularly the deteriorated sections.

B. SUPPORT URGENT ROAD IMPROVEMENT
Advocate for appropriate remedial works, including grading and gravelling of deteriorated sections, particularly those that have become difficult or unsafe to use.

C. PRIORITISE DRAINAGE
Ensure that drainage infrastructure, including appropriate waterways, drainage channels and culverts, is addressed alongside road-surface improvements.

D. ADDRESS VULNERABLE SECTIONS
Give priority to sections experiencing significant erosion, water accumulation or other forms of deterioration, based on the technical assessment by the responsible road agency.

E. SUPPORT SUSTAINABLE MAINTENANCE
Promote routine and longer-term maintenance measures to prevent the road from repeatedly deteriorating after temporary repairs.

F. KEEP THE COMMUNITY INFORMED
Where possible, keep residents informed about engagement with KeRRA, the proposed interventions and anticipated timelines for action.

 
7. WHY THIS ROAD MATTERS
The Namelok- Oloishobor–Kimuka Road supports more than movement from one point to another. It supports:

EDUCATION – enabling learners and students to reach schools and training institutions.

HEALTH – facilitating access to health facilities and emergency services.

TRADE – enabling traders, farmers and livestock keepers to move goods and reach markets.

EMPLOYMENT AND BUSINESS – supporting residents travelling to workplaces and customers accessing businesses.

LIVELIHOODS – facilitating the movement of agricultural and livestock products and access to markets.

ESSENTIAL SERVICES – connecting residents to Government and other public services.

COMMUNITY CONNECTIVITY – linking households and neighbouring communities.

A reliable road therefore contributes directly to the safety, mobility and economic wellbeing of the community.

 
8. OUR APPEAL TO THE HONOURABLE MEMBER OF PARLIAMENT
We respectfully appeal to the Honourable Member of Parliament to use the available representative and oversight channels to engage and lobby KeRRA and other responsible authorities for timely action on the road.

This petition is not intended to assign blame. It is a community appeal for practical action on an infrastructure challenge that affects residents every day and becomes more severe during periods of heavy rainfall.

We believe that coordinated engagement with the responsible authorities can help secure an appropriate and sustainable response.

We therefore ask the Honourable Member of Parliament to take up this matter and advocate for action before further deterioration makes the road even more difficult and costly to restore.

 
9. CONCLUSION AND CALL TO ACTION
The Namelok–Oloishobor–Kimuka Road is a vital community road.

Its deteriorating condition, together with inadequate drainage, increasingly affects residents, businesses, learners, motorists, motorcycle riders and other road users.

We therefore respectfully call upon the Honourable Member of Parliament to engage and lobby KeRRA and the relevant Government authorities for urgent and sustainable intervention.
