With communications cut across major cities, security forces are operating in near-total darkness—where killings, mass arrests, and abuses are harder to document and easier to deny. This is not incidental. Internet shutdowns are being used as a tool of repression.

Official casualty numbers vary widely due to the blackout and lack of independent access. However, based on reports from activists, medical workers, and human-rights monitors, the true number of civilian casualties may be in the hundreds—if not higher—across major cities in Iran. Many injuries and deaths are likely going unreported.

When the internet is shut down:

  • Cameras go dark
  • Hospitals are no longer safe
  • Families cannot locate the detained or wounded
  • Violence escalates without witnesses.
