Urgent Action Required: Immediate Targeted Removal of Aggressive Coyotes in Markham

The Issue

To Mayor Frank Scarpitti, Regional Councillor and Markham Animal Services:

We, the residents, parents, and taxpayers of Markham (specifically the Wismer, Berczy, and surrounding Bur Oak / Mingay / McCowan communities), are launching this urgent petition to demand immediate municipal intervention regarding the escalating public safety crisis caused by habituated, aggressive coyotes in our neighborhood.

Our normal daily lives have been completely disrupted. Families and children are living in constant fear, unable to use local parks and walking trails. Over the past three weeks, the City’s standard "Coyote Response and Coexistence Strategy" has completely failed to protect the public. The coyote population in this specific pocket has become severely habituated, losing all natural fear of humans and treating local residents—especially children—as prey:

 May 21, 2026: A 16-year-old girl was bitten and injured near Mingay Ave & Bur Oak Ave.

 May 24, 2026: A 5-year-old child was attacked and suffered a bite wound to the head at Bruce Boyd Parkette.

 June 10, 2026: York Regional Police confirmed three separate incidents in a single day, including a child being scratched by a coyote’s paw at a park, a coyote stalking a group of playing children, and a pedestrian being lunged at near McCowan Rd & Manhattan Dr.

This is no longer an issue of wildlife conservation; this is an imminent threat to human life. If the City fails to act immediately, it faces severe public liability for further predictable attacks.

We demand the City of Markham take the following IMMEDIATE actions at the upcoming General Committee Meeting on June 16, 2026:

1. Immediate Targeted Removal: Transition from passive non-lethal monitoring to emergency intervention. Authorize specialized Ministry-approved wildlife control teams to locate and immediately remove the specific habituated, aggressive coyote(s) posing an ongoing risk to our community.

2. Continuous Enforcement & On-Site Patrols: Deploy daily, active Markham Animal Services patrols in Bruce Boyd Parkette, neighborhood trails, and school zones during peak morning and evening hours until public safety is fully restored.

3. Mandatory Transparency & Alert System: Establish an official public case file for this serial incident and implement a community safety alert protocol to issue immediate warnings to local residents when high-risk coyote behavior is reported.

Our children have the fundamental right to play in their neighborhood parks safely. We urge Regional Councillor Alan Ho to bring this urgent motion forward on June 16.

Do not wait for a fatal tragedy. Act now before another child is hurt.

目前,我们居民的正常生活已被完全摧毁。由于当地公园和小径充满了不可控的安全隐患,全社区的家庭都陷入了巨大的恐慌之中。在过去短短三周内,事实证明市府现行的常规《郊狼应对与共存策略》已在保护公众安全上宣告彻底失效。该特定区域内的野狼已经严重习得性对峙人类,甚至将光天化日之下的本地居民——尤其是儿童——视为捕猎对象:

 5月21日: 一名16岁女孩在 Mingay / Bur Oak 附近被咬伤送医。

 5月24日: 一名5岁幼童在 Bruce Boyd Parkette 公园内头部被野狼咬伤。

 6月10日: 约克区警方在一天内连续通报 3起恶性对峙事件——包括有孩子在公园被野狼用爪子抓伤、有野狼直接逼近并尾随一群正在玩耍的孩子、以及有行人在 McCowan / Manhattan 附近遭遇野狼正面飞扑。

这已经不再是普通的“与野生动物共存”的生态议题,而是对人类生命安全迫在眉睫的威胁!如果市府在明知连续伤人事实的情况下仍不采取果断行动,一旦未来发生更大悲剧,市府将承担不可推卸的法律与行政民事责任。

我们强烈要求万锦市政府在下周二(6月16日)的综合委员会会议上,立即采取以下果断措施:

1. 启动定向清除与紧急管控: 立即由被动的“宣传教育与非致命巡逻”转入紧急干预状态。特批获得安省自然资源部认可的专业野生动物控制团队进驻社区,对该区域内对公众构成持续威胁的高危伤人野狼实施定向捕捉或人道控制。

2. 升级每日现场执法巡逻: 派遣万锦动物服务局人员在早晚出行高峰期,对 Bruce Boyd Parkette、周边学校区域及社区公共步道进行每日密集的实地巡逻,直至危险彻底解除。

3. 建立强制性信息透明与警报机制: 为此次连环袭击事件设立官方追踪案号,并在市府官网上每周更新治理进展;同时,一旦收到高危野狼出没的报告,必须第一时间通过社区官方渠道向周边居民发布即时安全警报(Public Safety Alerts)。

我们的孩子有权在小区的公园里安全玩耍,而不是天天面对送医的新闻提心吊胆。我们恳请负责全市的区域议员何胡景(Alan Ho)及其团队,在6月16日的会议上将此公共安全危机作为“紧急动议”正式提案讨论。

我们无法承受下一次悲剧的发生。在下一个孩子面临生命危险之前,市府必须立刻行动!
