India today has a large and growing pool of qualified healthcare professionals. As per the Government of India, there are 13,88,185 registered allopathic doctors and 7,51,768 registered AYUSH practitioners. Assuming 80% availability, the Government estimates India's doctor-population ratio at 1:811, which is better than the WHO benchmark of 1:1000.
Despite this, many qualified doctors—particularly newly qualified doctors—face difficulty in obtaining appropriate employment and opportunities for legitimate clinical practice.
At the same time, unqualified persons ("quacks") continue to run parallel private clinics and provide medical treatment, particularly in rural and underserved areas. They may diagnose illnesses, prescribe medicines and manage patients without the required qualification, training or legal authorization.
This creates a serious contradiction: qualified doctors are available in large numbers, yet patients continue to receive medical care from unauthorized persons. This poses a potential threat to patient safety and undermines qualified medical professionals.
We therefore humbly request the Hon’ble Prime Minister to:
Strengthen nationwide action against unqualified and unauthorized medical practice.
Direct the concerned authorities to identify and take appropriate legal action against persons practising medicine without the required qualification and registration.
Strengthen monitoring of private clinics, particularly in rural areas.
Improve legitimate employment and clinical opportunities for qualified doctors, especially newly qualified doctors.
Ensure that every citizen has access to a properly qualified and legally authorized healthcare professional.
