Urge Ugandan Government to repeal the Anti-Homosexuality Act, 2023

The Issue

The Anti-Homosexuality Act, 2023 in Uganda represents an enormous violation of human rights, impacting not just individuals but entire communities who are under threat due to their sexual orientation or gender identity. This act, signed into law by President Yoweri Museveni in May 2023, has legalized discrimination and increased violence against the LGBTQ+ community in Uganda, violating the fundamental rights and freedoms of its citizens.

Uganda’s Parliament passed the Anti-Homosexuality Act, 2023, and President Yoweri Museveni signed it into law in May 2023. This law includes some of the world’s harshest provisions targeting LGBTQ+ people, including:

  • Life imprisonment for same-sex sexual acts and death penalty provisions for “aggravated homosexuality” in certain cases.  
  • Up to 20 years in prison for “promoting homosexuality,” which could criminalize advocacy, support work, or community organizing for LGBTQ+ rights.  
  • Since the law’s implementation, human rights groups have documented increased violence, arbitrary arrests, extortion, police abuse, targeted raids on NGOs, and discrimination against LGBTQ+ Ugandans.  
  • The Constitutional Court upheld most of the law in 2024, further entrenching discrimination and legal persecution.  
  • Recent news reports describe LGBTQ+ individuals being arrested simply for public displays of affection.

The international community cannot stand by as state-endorsed discrimination and violence are undergone. We need a united global voice to urge President Yoweri Museveni and the Government of Uganda to repeal this harmful law, which contradicts human rights agreements that Uganda is a part of, including the Universal Declaration of Human Rights and the African Charter on Human and Peoples’ Rights.

To stop this injustice, we urge global leaders, human rights organizations, and individuals around the world to join us in pressuring the Ugandan government to act now.
