Urge Midland City Council to Vote No on CUP #95, 1109 W. St Andrews Road

The Issue

We, the undersigned residents, oppose approval of Conditional Use Permit (CUP) #95 for the property located at 1109 W. St. Andrews Road, which would allow a commercial Bed and Breakfast to operate within our residential neighborhood. Even though this proposed project meets the criteria for a Bed & Breakfast as outlined in Article 2.00 of the City of Midland Zoning Ordinance, we believe in actuality it will function as a boutique hotel, primarily because the property owner will not be living on-site, rather a property manager will be utilized who will not have a vested interest in the health, safety and vitality of the surrounding neighborhood. This is an inappropriate use of the structure at this residential location for several additional reasons. Our neighborhood infrastructure is not designed for commercial use. Limited parking, narrow streets, increased traffic (on a blind corner already clogged with traffic and on street parking), and inadequate street lighting raise significant safety and access concerns for residents and emergency services alike. Commercial activity will also introduce ongoing and difficult to control noise, transient visitors, vehicle turnover, and other disruptions incompatible with residential living. A Conditional Use Permit runs with the property permanently, making this an irreversible change that threatens the long-term character, safety, and quality of life in our neighborhood.  We respectfully urge the City Council to deny CUP #95 and preserve the residential integrity of our community.
