Urge Law Enforcement and State Attorney to Investigate Convicted Sexual Cyber Stalker

The Issue

Stephanie R., this petition's creator, has been repeatedly victimized by a convicted sexual cyber stalker. Since Sept ‘24, she has been physically and cyber stalked. Her person and property has been filmed and the footage posted without her knowledge or consent. Stephanie R. has been harassed and assaulted, along with her neighbors; and her property has been vandalized.

Despite supplying law enforcement with mountains of evidence of these offenses, Stephanie R. was DENIED an injunction THREE times. Finally, in November ’24, the perpetrator was arrested for stalking and video voyeurism. 

 

 

 

Within days, the offender recommitted the same crime while out on bond. Law enforcement was reluctant to pick up the perpetrator for violating his pretrial release.

 

 

Only when the offenses became so egregious, did law-enforcement arrest the perpetrator and hold him without bond. At the time of his 2nd arrest, law-enforcement found hard drives suspiciously locked in a safe in the back of the offenders vehicle. ALL hard drives were supposed to be confiscated the first time the perpetrator was arrested, but he withheld these from law enforcement.

Despite prior evidence of stalking and video voyeurism, the state attorney does not feel they can secure a search warrant for these purposely concealed hard drives. Not only do these devices likely contain further evidence of crimes against Stephanie R., other Individuals have come forward to law enforcement concerned that THEY TOO have been victimized.

 

 

The offender placed HIDDEN CAMERAS around his home in areas where a reasonable person would expect to be able to dress/undress such as the BATHROOM and HIS SPECIAL NEEDS DAUGHTER'S BEDROOM. He never disclosed these hidden cameras to any guests. Moreover, he hosted WEEKLY gatherings at his home where many used the bathroom, including minors. This footage was posted all over the internet on popular platforms such as YouTube, Facebook, and Reddit.

Both the SA and investigators suspect these purposely hidden hard drives contain even more instances of video voyeurism and child pornography, yet according to them, "no judge would authorize a search warrant for these devices (already seized into FDLE evidence)." 

The question remains: Did the Pinellas County Sheriff and State Attorney even try to obtain a search warrant for the seized hard drives of a convicted sexual cyber stalker?

Stephanie R. is also the victim in another case with this perpetrator that is supposed to be under investigation. In detail, she described specific dates and times where another crime was committed by the offender.

Her voice has been dismissed and overlooked by those who are supposed to uphold justice. They have reduced the offenders current charges from a felony to a misdemeanor and let a predator out on probation. Stephanie R's victim impact statement was ignored in court and she was denied justice. 

The offender is out free at this very moment and continues this behavior, completely ignoring the terms of his probation.

On Sat 3/15, the offender violated his restraining order and attended an event in which he knew Stephanie R. would be working. When law enforcement was contacted, she was told that restraining orders do not apply to events open to the public. 

 

 

What is the point of a restraining order if a perpetrator can continue stalking their victim in public places?

This struggle with the law enforcement and the state attorney continues. Authorities claim they can't secure a search warrant or take further action even though they suspect they would find child pornography and evidence of additional victims. It seems they have chosen to turn a blind eye to the suffering of victims rather than pursue justice.

This petition aims to put pressure on Pinellas County law enforcement and the State Attorney to adequately investigate this case. According to the National Council of Juvenile and Family Court Judges, courts have wide discretion to issue search warrants in investigations of offenses that involve sexual abuse and exploitation of children (Source: NCJFCJ). 

It's time to end this cycle of inaction and disregard for victims. We demand law enforcement and the State Attorney to fully exercise their power, secure necessary warrants, and pursue charges that reflect the severity of the offenses committed. The safety and justice of numerous victims are at stake here - we must not be ignored any longer.
