Silence in the Face of Attacks on Medical Care facilities Must End

An Urgent Call to Protect the Wounded and healthcare professionals in Iran

More than twenty days have passed since the massacre of protesting civilians in Iran, particularly during the two days of January 8 and 9, when the Islamic Republic carried out large-scale and coordinated killings of unarmed demonstrators.

During those days, and in the weeks that followed, Iranian authorities used live ammunition against civilians in the streets, resulting in mass casualties, with tens of thousands killed and wounded, while the exact figures remain unknown due to internet shutdowns and systematic censorship.

 

During this period, an overwhelming body of evidence, including medical reports, videos, images, and testimonies from doctors, nurses, and hospital staff inside Iran, has documented systematic crimes against humanity committed against defenseless civilians.

 

Thousands of civilians were shot with live ammunition. Hospitals were placed under security control. Wounded protesters were denied treatment, and medical professionals were threatened, arrested, abducted, and assaulted simply for doing their duty of care.

 

The following are only some of the physicians who treated the wounded and are now being persecuted by the authorities:

 

Dr. Alireza Golchini, a general surgeon in Qazvin, faces possible execution for posting an Instagram story offering free medical care.

Dr. Ameneh Soleimani, a physician in Ardabil, was arrested for treating injured protesters.

Dr. Farhad Nadali, an orthopedic surgeon in Gorgan, was abducted after publicly condemning the killings.

Dr. Saber Dehghan, a neurosurgeon in Sirjan, was arrested for helping the wounded.

Dr. Babak Pouramin, an emergency physician, has been detained for over a week.

 

These acts constitute grave and systematic violations of the Geneva Conventions, which unequivocally protect civilians, the wounded and sick, and medical personnel. Targeting patients, obstructing access to care, and persecuting healthcare workers are not internal matters, they are international crimes.

And yet, the institutions mandated to protect access to medical care in times of crisis have failed to act.

 

We therefore address:

Médecins Sans Frontières (Doctors Without Borders – MSF)

The International Committee of the Red Cross (ICRC)

The International Federation of Red Cross and Red Crescent Societies (IFRC)

The World Health Organization (WHO)

 

Where are you? Why has your response been limited to expressions of “concern” and passive monitoring?

Silence in the face of systematic attacks on medical facilities and personnel is not neutrality, it is abandonment of duty of care.

 

We demand immediate and concrete actions, including:

 

·      Public and unequivocal condemnation of attacks on patients and medical personnel in Iran as violations of international humanitarian law.

·      Activation of all available medical and humanitarian mechanisms, including emergency medical missions, cross-border support, and protection measures for healthcare workers.

·      International pressure, political, legal, and diplomatic, to force Iranian authorities to guarantee safe and unhindered access to medical care.

·      Documentation and preservation of medical evidence for future international investigations and accountability mechanisms.

·      Global mobilization of the medical community to protect Iranian doctors, nurses and all health professionals who are being punished for honoring their ethical oath.

 

Failure to act now will not only deepen the suffering of thousands of wounded civilians, but it will also set a devastating precedent in which attacks on medical care occur with impunity.

If you do not act, history will not forget the perpetrators of these crimes, nor the institutions that chose silence over acting responsibly! 

 

 

 

 

سکوت در برابر حمله به مراکز درمانی باید پایان یابد

فراخوانی فوری برای حفاظت از مجروحان و کادر درمان در ایران

بیش از بیست روز از قتل‌عام معترضان غیرنظامی در ایران می‌گذرد. جمهوری اسلامی به‌ویژه در دو روز ۱۸ و ۱۹دی ماه ۱۴۰۴ دست به کشتاری گسترده، سازمان‌یافته و هماهنگ علیه معترضان بی‌دفاع زد.

در آن روزها و در هفته‌های پس از آن، مقامات جمهوری اسلامی با استفاده از گلوله‌های جنگی شهروندان را در خیابان‌ها هدف قرار دادند که نتیجهٔ آن به گواه مستندات و شاهدان عینی تلفات گسترده انسانی بود؛ به‌طوری‌کهده‌ها هزار نفر کشته و زخمی شدند، و هنوز آمار دقیق به‌دلیل قطع اینترنت و سانسور سیستماتیک همچناننامشخص است.

 

در این مدت، حجم عظیمی از شواهد، از جمله گزارش‌های پزشکی، ویدیوها، تصاویر و شهادت پزشکان، پرستاران و کارکنان بیمارستان‌ها در داخل ایران، به‌روشنی وقوع جنایت‌های سیستماتیک علیه بشریت علیه غیرنظامیان بی‌دفاعمجروح را مستند کرده است.

هزاران شهروند با گلوله‌های جنگی هدف قرار گرفتند. بیمارستان‌ها تحت کنترل نیروهای امنیتی قرار داده شدند. مجروحان از دریافت درمان محروم شدند و برخی از کادر درمان صرفاً به دلیل انجام وظیفهٔ مراقبتی خود، تهدید، بازداشت، ربوده و مورد ضرب‌وشتم قرار گرفت.

آنچه در ادامه می‌آید نام تنها برخی از پزشکانی است که مجروحان را درمان کرده‌اند و اکنون توسط ماموران امنیتیتحت پیگرد قرار گرفته‌اند:

دکتر علیرضا گلچینی، جراح عمومی در قزوین، به دلیل انتشار یک استوری اینستاگرامی و اعلام آمادگی برای ارائهٔ رایگان خدمات درمانی، با خطر احتمالی اعدام مواجه است.
دکتر آمنه سلیمانی، پزشک در اردبیل، به دلیل درمان مجروحان بازداشت شده است.
دکتر فرهاد ندالی، جراح ارتوپد در گرگان، پس از محکوم‌کردن علنی کشتارها ربوده شد.
دکتر صابر دهقان، جراح مغز و اعصاب در سیرجان، به دلیل کمک به مجروحان بازداشت شده است.
دکتر بابک پورامین، پزشک اورژانس، بیش از یک هفته است که در بازداشت به سر می‌برد.

 

این اقدامات نقض‌های فاحش و سیستماتیک کنوانسیون‌های ژنو به‌شمار می‌آیند؛ کنوانسیون‌هاییکه به‌طور صریح از غیرنظامیان، مجروحان و بیماران، و نیز کادر درمان محافظت می‌کنند. هدف قرار دادن بیماران، ممانعت از دسترسی به مراقبت‌های پزشکی و تعقیب کادر درمان، مسائل داخلینیستند؛ این‌ها جنایت‌های بین‌المللی هستند.

و با این حال، نهادهایی که طبق مأموریت خود موظف به حفاظت از دسترسی به خدمات درمانی در شرایطبحران‌اند، تاکنون از اقدام مؤثر بازمانده‌اند.

 

از این‌رو ما سازمان‌ها و افراد مسوول را مستقیماً خطاب قرار می‌دهیم:

کمیتهٔ بین‌المللی صلیب سرخ (ICRC)
فدراسیون بین‌المللی صلیب سرخ و هلال احمر (IFRC)
سازمان جهانی بهداشت (WHO)

شما کجایید؟ چرا واکنش شما به ابراز «نگرانی» و نظاره‌گری منفعلانه محدود شده است؟
سکوت در برابر حملات سیستماتیک به مراکز درمانی و کادر پزشکی، بی‌طرفی نیست؛ بلکه رها کردن مسئولیت مراقبت است.

ما خواستار اقدامات فوری و مشخص هستیم، از جمله:

• محکومیت علنی، صریح و بدون ابهام حملات علیه بیماران و کادر درمان در ایران به‌عنوان نقض حقوق بین‌المللبشردوستانه.
• فعال‌سازی تمامی سازوکارهای پزشکی و بشردوستانهٔ موجود، از جمله اعزام مأموریت‌های پزشکیاضطراری، حمایت‌های فرامرزی و اقدامات حفاظتی برای کادر درمان.
• اعمال فشارهای بین‌المللی ــ سیاسی، حقوقی و دیپلماتیک ــ برای واداشتن مقامات جمهوری اسلامی به تضمین دسترسی ایمن و بدون مانع به مراقبت‌های پزشکی.  
• مستندسازی و حفظ شواهد پزشکی برای استفاده در تحقیقات بین‌المللی آینده و سازوکارهای پاسخ‌گویی. 
• بسیج جامعهٔ جهانی پزشکی برای حفاظت از پزشکان، پرستاران و تمامی کادر سلامت ایران که به دلیل پایبندی به سوگند اخلاقی خود مجازات می‌شوند.
عدم اقدام در این مقطع، نه‌تنها رنج هزاران غیرنظامی مجروح را عمیق‌تر خواهد کرد، بلکه سابقه‌ای ویرانگر ایجادخواهد کرد که بر اساس آن، حمله به مراقبت‌های پزشکی می‌تواند بدون مجازات باقی بماند.

اگر اکنون اقدام نکنید، تاریخ نه‌تنها عاملان این جنایت‌ها، بلکه نهادهایی نیز که سکوت را بر مسئولیت‌پذیری ترجیح دادند، فراموش نخواهد کرد.
