Community Update: Ex Parte Disclosures for Case 25Z00054

Hi neighbors, I wanted to share some information regarding the proposed rezoning at Pioneer and N. Courtenay (Case 25Z00054).

As many of you know, this is the application submitted by Merritt Bidco SPV, LLC (an entity associated with RangeWater Real Estate) to build a 222-unit high-density apartment complex.

In the interest of transparency, I’ve been looking into the official "Ex Parte" disclosures for this case. These are public records where Commissioners must list private communications they’ve had regarding a pending land-use project.

The Facts:

• The Lobbyist: Official disclosure forms show that Steve Crisafulli (partner at SBM Partners) has been in contact with Commissioner Goodson regarding this specific rezoning case.

• The Timeline: The records show four separate phone calls between the Commissioner and Mr. Crisafulli on February 12, March 18, March 27, and March 30, 2026.

• The Client: Per the county’s agenda and application for Case 25Z00054, Mr. Crisafulli is representing the interests of the developer, Merritt Bidco SPV, LLC / RangeWater Real Estate.

Next Steps:

I have officially submitted a request to the Commissioner's office to find out what specifically was discussed during these four phone calls. Under Florida law, the substance of these conversations should be part of the public record so that the community has a fair opportunity to respond to any information shared privately.

It is clear that RangeWater is doing everything they can to keep this project moving forward, and it feels like there is an effort to slow down the momentum we’ve built as a community. However, staying informed is our best tool.

I’ve attached the disclosure form to this post so everyone can see the public record for themselves. Let’s stay engaged and keep our focus on how this development impacts the future of Merritt Island!
