Here is the reply I received from the city today as well as my reply looks like they will be reviewing this intersection this year as requested hopefully in the spring. Keep this signatures coming!
Hi Christine,
We reviewed growth in this area and the previous study and determined it is unlikely that a full traffic signal would be warranted under the Transportation of Canada guidelines if studied this year. In response Staff were considering further assessment in 2024-2025.
Based on your feedback we can undertake the study in 2023. The study occurs in late Spring or early Fall and reviews pedestrian, cyclist and vehicle intersection movements at key parts of the day that include the general times referenced in your email. It is important for municipalities to align with Transportation of Canada guidelines for traffic signals as it provides consistent traffic control treatments across the country resulting in clear expectations for all road users.
As a municipality we do not have the ability to initiate a school crossing control program. If this were to be considered, we would require the School District to take the initiative and request our involvement.
Thank you,

Hi Mark,
Thank you for your email. I’m happy to hear that you can conduct the Survey this year. I urge you to conduct the survey this spring (once spring break is over) and I look forward to the results. Can you please let me know when this is scheduled? Also, can you please, as requested in my previous email, answer my questions? What is the criteria (According to the Transportation of Canada Guidelines) to warrant a fully controlled 4 way intersection? What were the specific findings of the survey conducted in 2019 as it pertains to the current Transportation of Canada Guidlines?
I would also like to draw your attention to the considerable amount of support we as a community are getting for the upgrade of this intersection: https://www.change.org/240stHillave
As for the crossing guard situation, I will bring this up at our next PAC meeting. I know that the district cannot fund a crossing guard or the liability that comes with it because the crosswalk is not on school grounds it is on city grounds.
Sincerely,
Christina Holland
